PSI seeks a Officer, Procurement – Compliance that will Manage consultant and service provider procurements for HQ and network members. Create, disseminate, and advise on PSI’s and funder’s procurement policies and guidance.

Responsibilities

Your contributions

-Manage the daily requests for consultant and service provider procurements. Process and set up simple consultant contracts in accordance with PSI policies. 30% of Time -Support headquarter Program Management teams by answering questions and providing guidance related to establishing new consultant agreements. 30% of Time -Draft, review, and revise departmental requests for quotations (RFQs), requests for proposals (RFPs), and contracts. Provide feedback to requesting departments and ensure all RFQs, RFPs, and contracts comply with PSI policy. 20% of Time -Lead knowledge management activities related to managing and maintaining consultant and service provider records. Design tools and systems for information tracking and storage on SharePoint. Create and maintain internal filing systems and manage internal online communications sites. 10% of Time -Identify opportunities to improve processes related to consultant and service provider procurements. Lead efforts to implement process, procedure, or system improvements. 10% of Time

Qualifications

What are we looking for?

-Bachelor’s Degree (or international equivalent) in a related field -At least 5 years of related experience. Equivalent combination of related education and experience may be substituted. -Solid knowledge of international bids and contracts. -Solid knowledge of funder regulations (e.g., USAID, Global fund) preferred. -Basic understanding of INCOTERMS. -Relevant supply chain certification preferred. -Strong writing and communication skills. -Proficiency in second language (French, Spanish and/or Portuguese) preferred. -Excellent organizational skills with special attention to detail and timeliness. -Demonstrated ability to work in a multi-cultural environment. -Proficient in MS Office (Word, Excel, Access, PowerPoint) and Office 365. -Excellent collaboration and customer service, skills. Able to respond calmly and confidently in any situation. -Strong analytical and problem-solving skills. Able to think creatively and approach tasks or problems in a new or different way.
