Job Purpose

The Humanitarian Affairs and Liaison officer, under the direction of the IFRC’s Senior Humanitarian Affairs and Liaison officer in Ukraine, and as part of IFRC’s regional humanitarian diplomacy and communications team, will support the IFRC’s country office in planning and implementing humanitarian diplomacy strategies and activities, and strengthening of external relations, with the aim to fulfil IFRC’s operational and influencing objectives in Ukraine, and contribute to the achievement of IFRC’s global influencing agenda.

Job Duties And Responsibilities

  • Support the Delegation in humanitarian diplomacy activities in Ukraine, including in relationship building, preparing presentations, drafting speeches and providing contextual analysis.
  • In close cooperation with regional Humanitarian Diplomacy, Liaison and Communications teams, support the development of policy positions, key messages, priorities and strategies for IFRC in relation to the situation in Ukraine, and IFRC’s influencing priorities.
  • Support management in ensuring effective coordinating with Movement partners with regards to humanitarian diplomacy related activities and positions, as well as with external stakeholders, as relevant, and support the management in liaising with external actors and coordination mechanisms.
  • Identify relevant decision makers and other opinion leaders in relation to the situation in Ukraine.
  • Produce analytical pieces on key contextual issues, operational challenges and RCRC positions (key messaging, positioning, updates, issues briefs, etc.)
  • Facilitate collection of data to support evidence-based humanitarian diplomacy and influencing by the IFRC and National Societies.
  • In close cooperation with the Regional Office and concerned Movement partners, support the Host National Society to develop and implement humanitarian diplomacy strategies.

Education

  • University degree in a relevant field (required)

Experience

  • At least 3 years of experience in similar roles (humanitarian diplomacy/affairs, advocacy, communications) (required)
  • Experience in dealing with complex and delicate situations, diplomacy and negotiations (required)
  • Red Cross and Red Crescent experience (preferred)
  • Experience in training and capacity building (preferred)

Knowledge, Skills and Language

  • Knowledge of humanitarian affairs (preferred)
  • Strong spoken and written Ukrainian and English (required)
  • Excellent communication skills and influencing skills (required)
  • Contextual knowledge of relevant stakeholders in and political environment (required)
  • Excellent knowledge and understanding of local, national and regional policies and policy-making processes related to context (required)
  • Proven skills in analytical and strategic thinking and in building contextual intelligence and share knowledge (required)
  • Ability to liaise and negotiate with varying partners (required)
  • Self-supporting in IT (required)
  • Ability to multitask and work under pressure (required)
  • Fluently spoken and written Ukrainian and English (required)
