Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has launched an Emergency Appeal for Ukraine and impacted countries that is coordinated on a European regional level and supported in the initial months by a large number of Surge delegates in the impacted countries and in the European Regional Office. ICRC, IFRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and the neighboring countries. Operations are led and coordinated on country-level whenever possible, integrated under existing Country and Cluster delegations, through Operations Managers reporting to Heads of Country or Cluster Delegation. Where no Country or Cluster delegation exists, Operations Managers report directly to the Regional Office. Resources to support all or several impacted countries from a regional level will be fully integrated into existing structures at the Regional Office.

Job Purpose

This role ensures that, prior to payments made to beneficiaries, the appropriate document IDs have been verified, eligibility criteria have been met and that the amount and number of instalments are correct. With the introduction of automation within the Red Rose platform, this role provides the only human review of eligibility and verification prior to payments made to the beneficiaries.

Job Duties And Responsibilities

  • Review and validate all payment proposals to ensure that the implementation of CVA, cash disbursements and financial reporting are consistent, transparent, accountable and align with the operational plan
  • Prepare complete and accurate reports of payment data and record history, ensuring that critical elements of eligibility, ID verification and disbursement history are properly documented.
  • Maintain records necessary for reconciliation and audit functions
  • Provide support and advocacy for system end-users to ensure product meets needs of users throughout the payment process flow
    • Create tools/SOPs to assist system users in providing payment services more efficiently
  • Support the validation of system updates and enhancements to ensure program eligibility and fiscal controls remain intact
  • Facilitate between FSP finance and country teams to ensure financial requirements are met
  • Develop and establish, maintaining and sharing of payment schedule with country programs for clear program rollout.
  • Streamline processes, as needed, to ensure cash is disbursed to beneficiaries in a timely manner
    • Identify & avert issues regarding program access before they develop to maintain program integrity

Education

  • University or professional degree in relevant field or equivalent experience (data analysis, data management, program management, risk management, financial controls) is required
  • Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge is required

Experience

Required:

  • At least 7 years professional experience working on data reporting, cash and voucher assistance programmes, data-driven analysis and data management
  • Experience living and working in challenging and multicultural environments
  • Experience managing data
  • Experience working with Cash and Voucher Assistance Programmes, especially with digital Financial Service Providers
  • Experience of working with Red Cross/Red Crescent

Preferred:

  • Experience working with partners

  • Strong command of Excel and ease with digital platforms
