The Norwegian Refugee Council is an independent humanitarian organisation helping people forced to flee. We work in crises in more than 30 countries, where we help save lives and rebuild futures by providing camp management, food assistance, clean water, shelter, legal aid, and education.

In line with our current strategy, NRC is looking to complement its programme design and proposal writing capacities. Strengthened capacity in these areas will contribute to efforts to further diversify the organisation’s funding base, enabling NRC to tap further into new funding streams to finance projects for durable solutions to displaced populations and scale-up our programmes in Hard to Reach (H2R) areas.

We are now pre-qualifying experienced professionals to be included in a pool of consultants, with the purpose to deploy experts in short-term field assignments to assist in programme design (assessments, planning and establishing partnerships) and to be lead writer for funding proposals. Applicants must be able to demonstrate that they can legally undertake consulting services by either providing details of company registration or evidence of working as a sole trader, freelancer or equivalent.

Programme and proposal development assignments are expected to last between two and three weeks on average. While the majority of assignments will be carried out in NRC Country Offices worldwide, it is also envisaged that some initiatives might have to be supported from NRC’s Head Office in Oslo, Norway. For some unique cases, support may also be provided remotely from the consultant’s home location.

Successful applicants will be added to the pool of consultants and will be contacted and offered opportunities for short-term consultancies when appropriate opportunities arise. This pre-qualification process will be valid for a period of two years until August 2024.

Qualifications

  • Demonstrating successful writing of large proposals (preferably over USD 1 million per year) for institutional donors is essential
  • Ability and willingness to deploy to insecure field locations on short notice
  • Proficiency in English or French, or German, or Spanish languages (reading, speaking and writing)
  • Experience in establishing consortia, or negotiating implementing partnerships will be considered an advantage
  • Ability to represent NRC at a strategic and operational levels towards donors and implementing partners
  • Consultants must have, or work for, a limited liability company and/or submit a signed consultant’s declaration
