About the Green shift Programme

In line with NORCAPs strategy, the Green Shift Programme, which spans Clean Energy, Climate and Sustainable Settlements Approaches, will continue to invest in innovations for the sector and expanding its Expert pool. The NORCAP Green Shift programme includes: Energy Experts deployment, Female Accelerator programme, Environment and Sustainable Settlements and Decarbonising humanitarian Energy (DHE) project. Our teams/Experts contribute to global advocacy efforts by contributing to research and publications and delivering Community of Practice activities for Experts to share knowledge and innovations.

The Green Shift Programme hosts the largest pool of Energy Experts in the humanitarian sector; by the end of 2022, a total of 67 Experts as members of the NORCAP Pool of Experts, 54% of Experts are deployed to missions in African countries such as Kenya, South Sudan, Sudan, Senegal, Mauritania, Niger, Nigeria, Mozambique, Tanzania, Zambia, and Burkina Faso, and headquarters in Italy, Norway and Switzerland.

This year NORCAP Green Shift will support Ukraine with two missions.

Our Experts are deployed to partners, UN Agencies, Intergovernmental organisations and authorities, Global Headquarters, Regional Hubs, and Country Operations and field locations. Funding is received from multi donors; each covers a specific project.

NORCAP Experts come from various nationalities and backgrounds adding to the contextual and national knowledge they are deployed. Experts’ profiles include electrical engineers, environmental scientists, renewable Energy development, forestry and reforestation, biogas production, waste management, Energy finance, Architecture, Urban planning, Civil engineers, and climate mitigation Experts.

Responsibilities

Mission activities

The expected activities will be listed depending on the ToR. The majority of the activities can be (not limited to): conducting needs assessments to households, Energy audits to partner operations, preparing, evaluating and selecting the company through a tendering process, supervising systems installation or project delivery outcome, fundraising, coordination and presenting the partner in specific events, environmental assessment, training to counter partner and partner staff, as well as targeted communities.

Missions location & travels

Depends on the mission requests received from partners. Each ToR indicates the travel percentage. During the upcoming strategic years, Africa Region will be the main geographical location, but not limited to other regions such as of Middle East, Europe, Latin America and Asia.

Duration

NORCAP supports missions varying from months to multi-year. Our NORCAP team match mission ToR with Expert profile and availability.

Aim of the mission

The aim of each mission is identified by the partner agency with a Terms of Reference (ToR), in line with the Green Shift Strategy’s main objective,

The deployed Expert is responsible for achieving the mission aim they assigned.

Qualifications

Education

  • An advanced university degree (Master’s degree) in Electrical Engineering, Renewable Energy development, Environmental Resource Management, Finance, Economics, Civil Engineering, Architecture or similar from a recognised institution.
  • Bachelor’s degrees are welcome to apply or candidate with a first-level university degree in these specializations, in combination with qualifying experience, may be accepted in lieu of the advanced university degree.

Experience required

  • 5-10 years of professional experience in the Energy sector and/ or Environment / physical infrastructure.
  • 2 years’ experience in humanitarian and/or development space with regards to Energy, including stakeholder, process and project coordination.
  • Experience from working in complex and volatile contexts, and ability to work independently in a result-oriented, multicultural environment and manage conflicting priorities.
  • High level of professional Expertise, environmental protection, and access to Energy.
  • Experience in drafting and encouraging the implementation of policy/strategic guidance and developing practical tools and resources.
  • Documented results related to the position’s responsibilities.
  • Knowledge of Cluster mechanisms, UN coordination systems and Humanitarian Reform process.
  • Experience with the role of an adviser and of providing remote support to program managers.
  • Experienced and familiar with protection as well as other cross-cutting issues like age, gender, diversity, disability, and environmental protection.
  • Preferable: Good and proven knowledge and experience in developing Energy projects for humanitarian settings and working with UN agencies and INGOs.

Languages

  • English (spoken and written) is the formal spoken language at NORCAP and partners.
  • French (spoken and written) is mandatory for missions in Francophone countries.
  • Specific missions for specific contexts request other language knowledge besides English (Arabic, Spanish, and local spoken languages, Exp: Swahili).
