The role of the Non-Technical Survey (NTS) / Explosive Ordnance Risk Education (EORE) Manager is to oversee the expansion and ensure the quality of programme implementation of all NTS/EORE teams and activities under the WFP project. They are to provide technical advice to develop national staff capacity and technical knowledge to ensure correct and safe execution of activities in accordance with Standard Operating Procedures (SOPs).

Roles and Responsibilities:

The roles and objectives of the NTS/EORE Manager are:

  • Design and deliver training for NTS and EORE staff and oversee accreditation of teams.
  • Conduct regular training for NTS and EORE staff and ensure that the skills of the teams meet applicable national and international standards.
  • Design and deliver training to partners as required.
  • Manage updates and amendments to NTS/EORE SOPs in line with IMAS/NMAS.
  • Mentor, manage, monitor and supervise the teams under his/her responsibility, ensuring that they carry out their duties safely and in accordance with SOPs.
  • Initiate, plan and coordinate NTS/EORE in targeted communities.
  • Coordinate and lead needs’ assessment, baseline surveys and data collection in the field, including EORE pre and post evaluation and post release surveys.
  • Analyse data on contamination collected by the NTS teams and evaluate NTS reports on hazardous areas.
  • Conduct regular Quality Assurance of the NTS and EORE teams.
  • Monitor and analyse productivity and report to Operations Manager with recommendations for improvement as needed.
  • Ensure that priorities established by the programme are met and that the needs of donors and beneficiaries are considered across operational areas.
  • Liaise with local authorities, community leaders, and stakeholders to ensure the smooth implementation and acceptance of the NTS/EORE activities.
  • Maintain good communication with partner organizations.
  • Maintain good relationships and communication with other mine action organisations in the area including those involved in survey, marking and clearance or BAC to ensure good coordination and shared knowledge.

Mandatory Competencies:

  • Minimum 5 years of specific experience in NTS and EORE with humanitarian mine action programmes.
  • Excellent knowledge of non-technical survey and community support activities.
  • Excellent knowledge of the land release process.
  • Good knowledge of clearance methodologies and equipment utilized in demining operations, experience planning and implementing clearance operations is an asset.
  • Experience of writing and drafting SOPs, technical working practices and standards.
  • Proven experience and knowledge of information management and analysis, Base Camp Garmin, GIS.
  • Good writing skills in reporting and proposal development.
  • High English proficiency.
  • Well organized, proactive, flexible and trustworthy.
  • Ability to work away from home within remote environments for extended periods.

Reporting:

The NTS/EORE Manager reports to FSD/WFP Ukraine Operations Manager.

Location and Travel:

The FSD/WFP Ukraine NTS/EORE Manager role is based in Kharkiv, Ukraine, may also travel to other FSD Ukraine programme locations or to conferences if required.

General:

  • Work within the framework of FSD’s core values, promoting its ethos and mission statement; especially impartiality and non-political alignment.
  • Work towards achieving FSD organisation and programme level objectives.
  • Stay informed of FSD global activities.
  • Ensure familiarity with and adhere to all FSD policies and procedures.
  • Participate in meetings, networks and seminars as and when requested by HQ Operations Geneva.
  • Participate in FSD training activities as and when requested by HQ Geneva.
  • Undertake the role in a manner appropriate to respective cultural contexts and within all local legal frameworks.
  • Undertake any other duties appropriate to the post as may be required.
