Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
A 6.8 magnitude earthquake hit Morocco on September 8, killing and injuring thousands of people and causing widespread destruction. The Moroccan Red Crescent Society (MRCS) responded immediately, providing first aid and psychosocial support, helping transport the injured to hospitals, evacuating people from damaged buildings and providing dignified burial management. Through this appeal, the IFRC is supporting MRCS to meet the immediate and early recovery needs of 500,000 affected people. Priorities include providing food and safe water, essential household items, shelter support, health and mental health services, and cash assistance.
This position is based in Rabat, Morocco and requires in-country travel (when deemed necessary, to places where the safety situation permits). IFRC works in an integrated manner with the Moroccan Red Crescent (MRC) and its partners. MRC has the role as the Movement convener for operational field response and coordination among Movement partners.
Reporting to the Operations Manager in Morocco and working closely with CCD NSD Coordinator as well as other NSD experts within the Cluster, the NSD Coordinator will support the MRC in strengthening their capacities to provide relevant services to populations in need, in a sustainable manner.

Job Purpose

The NSD Coordinator:

  • Acts as the lead expert on matters related to NSD, working closely with the Regional Office, and the NSD Coordinator in the CCD, including providing advice on NSD matters to leadership.
  • Serves as a trusted adviser to the MRC as required to strengthen National Society institutional capacities to fulfil its humanitarian mandate and implement NSD Plans of Action.
  • Leverage and coordinate support from the IFRC Membership as relevant to increase the capacity of the MRC.
  • Ensures close links between NSs development and programming support, working closely with other regional coordinators and delegates of IFRC as well as Movement partners.
  • Works in a very close coordination with the Membership Services Unit at the Regional office of MENA.

The ultimate aim of the role is to assist the National Society to develop the required capacities and capabilities to operate effectively in emergencies and crises across the entire country, in line with its auxiliary status to public authorities in the humanitarian field, including inter-alia image, presence, financial sustainability and human resources.

Job Duties and Responsibilities

Technical support:
• Work closely with the MRC and the NSD Coordinator in the CCD to support the implementation of the NSD Plans and to coordinate required technical expertise from within the Movement and external actors.
• Identify potential organizational issues (structures and systems) which could hinder the delivery of humanitarian assistance based on field information and develop possible appropriate solutions.
• Provide technical support on organizational development issues, directly or indirectly, to NSs for leading together with MRC assessment of needs through IFRC tools such as the Organizational Capacity Assessment/Certification (OCA/C) and the Branch Organizational Capacity Assessment (BOCA).
• Provide technical support towards strengthening HR management including policies and practices for staff recruitment as and when required.
• Support the MRC in processes relating to the creation (or improvement) of resource mobilization strategies and plans aimed at financial independence and long-term sustainability.
• Develop, support, and pilot innovative initiatives in NS development and promote learning and knowledge sharing.
• Support the alignment and coordination of technical capacity building in the areas of volunteer management, branch development, logistics development, cash preparedness, Community Engagement and Accountability (CEA)/Risk Communication and Community Engagement (RCCE), resource mobilization, shelter, communications, and preparedness for effective response (PER) with the respective technical experts at Cluster and regional level.
• Develop/finalize NSD Papers by identifying key milestones, indicators, deliverables, and timed action plans.
• Provide support to the NS to review and develop their annual strategic plans in line with the NS Strategy (support development of strategic documents), IFRC strategy 2030 and NSD Plan of Actions. These would include service expansion/scale-up based on an analysis of NS institutional capacities and needs of vulnerable communities.
• Provide technical support towards strengthening HR management and development, including through identifying and managing required expertise.
• Identify and support the provision of the expertise for the development of contemporary financial management and accountability systems, including financial risk management. Ensure that supply chain management system procedures and systems are at place.
• Facilitate leadership development, including Governance development.
• Promote inclusion of development / capacity building actions of the NSD plan into all current and future program/project budgets both emergencies and longer-term.
• Support the NS in bridging the digital divide and ensure that information management and data security are in place.
• Coordinate support to configure and use relevant databases (on volunteers, beneficiaries, members and donors) by the NS staff.
• Support NS in adopting the cross-cutting policies (e.g. on corruption, alcohol consumption, child protection, etc.) to the local context.
• Support the branch development process and guide the NS through the possible envisioned changes.
• Ensure that the CEA methodology is duly implemented, with relevant procedures and staff at place.
• Contribute to the NS knowledge sharing and facilitating peer support, promote learning and support piloting innovative initiatives.

Coordination:
• Work closely with the ICRC and Partner National Societies (PNSs) to integrate a Movement-wide approach to NSD in Morocco and support counterparts in doing the same in the other CCD countries as required.
• Facilitate leadership development and identify opportunities especially among Red Cross youth members and volunteers.
• With support from IFRC, ICRC or PNS technical experts identify, apply, and develop (if not existing) practical tools on NSD-related support to the operation, including emergency procedures for volunteering, HR, finance etc.

• Ensure close collaboration with the IFRC volunteering teams in the regional office and Geneva and
mobilize required expertise from within the Movement as required to support volunteer development process of NS in-country.
• Mentor, coach and provide day-to-day accompaniment for Delegates providing NSD support to the NS which are relevant for a successful operation.
• Facilitate support on NS legal base in close cooperation with relevant IFRC technical teams.
• Ensure that planning, budgeting, and reporting in all areas of responsibility are carried out in a timely and appropriate manner in accordance with the IFRC requirements, formats, and standards.
• Ensure close coordination with the Strategic Engagement and Partnerships (SEP) Team in the regional office to support the NS in building its financial sustainability through the development of domestic resource mobilization function.
• Facilitate resource mobilization for NSD and related areas and manage the budget.
• Ensure coherence and provide coordination between the RCRC Movement partners to identify a unified approach to strengthen the capacity of the NS based on its needs.
• Support the Operations Manager / Head of CCD in all other matters related to the IFRC activities in-country and as needed within the cluster – including ensuring strategic coherence and alignment as well as programmatic and operational coordination between the CCD and the Regional Office (RO) – and be prepared for changing working conditions and reasonable adjustments of the job description during the mission.

Representation:
• At the request of the Operations Manager, the Head of CCD and/or RO Senior Management Team, represent IFRC in engagements with NS leadership, Movement coordination platforms, Governments, Diplomatic Missions, Sub-Regional Bodies, the UN system and the humanitarian community.

Education

  • Relevant university degree or extensive professional experience in related field. – Required
  • Basic Delegates Training Course or equivalent knowledge. –Preferred
  • Background in non-profit management and consulting. – Required

Experience

  • Experience in local capacity building, volunteer management and/or community development in cross-cultural and diversity-sensitive environments. – Required
  • At least 5-7 years of relevant professional experience of progressive career development and growth, working in the RC/RC Movement. – Required
  • At least 3-5 years’ experience of mentoring, coaching and managing staff. – Required
  • Experience in management at senior level and/or in consulting and facilitating organizational development in a National Society or similar voluntary organization. – Required
  • Knowledge in financial management and in project design, budget, monitoring, evaluation, and reporting. –Required
  • Experience in development of fundraising strategies and resource mobilization. – Required
  • Working knowledge of IFRC’s Organizational Development and volunteer development policies and tools including the NSD Framework, National Society Strategic Planning and National Society Self-Assessment. – Required
