Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the overall supervision of the Head of Sub-Office based in Cotabato and direct supervision of the Head of Programmes – Mindanao the incumbent will be responsible for the implementation, oversight and coordination of IOM’s humanitarian, development and/or peacebuilding projects related to the Emergency and Post-Crisis (EPC) thematic area in the AOR under Cotabato Sub-office, including the various Mindanao Satellite Offices.

Core Functions / Responsibilities:

  • Provide strategic support, analysis, and technical input to the Head of Programmes on the implementation of projects under EPC.
  • Plan and coordinate the overall implementation of EPC projects in a timely manner, being responsible for administrative and technical oversight of the project activities, in line with IOM’s policies and practices as well as donor requirements.
  • Liaise with relevant interlocutors (including government line ministries, non-government and international stakeholders, and donor representatives) on programme implementation, facilitating information exchange and programme cooperation, as well as promoting IOM-implemented initiatives.
  • Build the technical capacity of thematic staff in implementing operational, human resources, administrative, budgetary and financial management in line with IOM’s rules and procedures and in close coordination with the Head of Programmes and National Resource Management Officer.
  • Oversee the work of short-term experts and consultants retained under the programme including but not limited to project activities related to capacity building and trainings, research, analysis as well as monitoring and evaluation.
  • Relevant to the EPC programme, manage financial/budgetary planning, exercise quality control over all procedures and documents and ensure proper follow up as necessary, with support from the Head of Programmes and Cotabato HoSO as deemed neccesary.
  • Drive the development of reports, presentations, talking points, and briefings on EPC programme activities.
  • Promote thematic consistency and quality throughout the project cycle, including preparation and submission of project-based newsletters, summary reports, and services and items provided to beneficiaries and relevant stakeholders.
  • Contribute to identifying opportunities for the strengthening and expansion of IOM’s presence and operations and take part in relevant project development efforts to complement or expand existing projects and/or for new project initiatives in related fields in close coordination with the Head of Progammes and the Cotabato HoSO.
  • Participate in any events, initiatives, meetings, or other fora that are institutionally and thematically relevant to IOM’s presence and profile.
  • Regularly update the Head of Programmes on migration issues, emerging trends, and recommend strategic priorities for EPC in coordination with HoSO, COM and relevant Regional Thematic Specialists.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Science, International Relations, International Development, Migration Studies, Peace and Conflict Studies, Public Administration, or a related field from an accredited academic institution with minimum two years of relevant professional experience; or
  • University degree in the above fields with minimum four years of relevant professional experience.

Experience

  • Experience in managing humanitarian, development and/or peacebuilding programmes and capacity-building activities with the UN, Government and INGOs.
  • Experience in liaising with governmental authorities as well as with national and international institutions.
  • Experience in project development, reporting, management, planning and implementation, research, and policy formulation.

Skills

  • Demonstrated ability to supervise, train and motivate staff in a multicultural team environment.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English and Filipino (oral and written) is required. Knowledge of any local language in the Marawi region is desirable.
