Organizational Scope & Context:

Under the overall supervision of the Head of Protection and Assistance Unit (Head of Unit) and the direct supervision of the Counter Trafficking Project Officer, the National Programme Officer will be responsible for the implementation of the counter trafficking activities under the counter trafficking portfolio.

The counter trafficking portfolio is seeking to strengthen the protection for victims of human trafficking (VoTs) and vulnerable migrants, strengthen the national efforts to investigate and prosecute human trafficking cases and raise awareness about trafficking through the implementation of awareness raising campaigns. Furthermore, the activities of the counter trafficking portfolio seek to support the implementation of the 2022-2026 National Strategy on Preventing and Combatting Human Trafficking.

Core Functions / Responsibilities:

  1. Analyse counter trafficking-related trends and issues in Egypt and identify, suggest, participate in the design and execute projects to address issues relating to combating trafficking in persons.
  2. Coordinate timely implementation of the activities and objectives of the counter trafficking programme including the 6th Phase of the Regional Development and Protection Programme for North Africa (RDPP-NA).
  3. Lead on planning, preparation, and adjustment of all aspects of activities including project work plans, M&E tools, and arrangements required for the effective implementation of programmatic activities.
  4. Identify programme partners and beneficiaries, according to IOM standards and procedures as well as donor requirements/standards, with a view to recommend appropriate action for enhanced project implementation and monitoring.
  5. Contribute in preparing, developing and negotiating relevant programme implementation agreements with potential partners and relevant governmental entities.
  6. Keep the Head of Unit and Counter Trafficking Programme Coordinator fully informed of the portfolio’s activities. Prepare regular and specific narratives, briefings, impact, policy, financial, evaluation and statistical reports covering the activities. Prepare briefings and background information as required.
  7. Ensure continued support with both the Government of Egypt and donors for counter trafficking programme activities and their further development.
  8. Keep abreast of policies, international standards and best practices relating to the rights of migrant, vulnerable migrants and, in particular, victims of human trafficking; support IOM staff in sharing and advocating for their development and implementation with relevant partners in Government and civil society.
  9. Attend staff meetings when and where requested; attend bi-weekly MPA team meetings; attend and/or chair or co-chair relevant meetings and working groups when and where requested.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in political or social sciences, Law and/or International Relations, or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience

Experience

  • Minimum of 2-3 years of experience in project management and implementation.
  • Knowledge of human rights, migration management and referral mechanisms of countering human trafficking (prevention, protection, and prosecution).
  • Experience in humanitarian programmes for migrants and capacity-building activities.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Familiarity with financial and business administration.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of general financial rules.

Languages

  • For all applicants, fluency in English and Arabic is required (oral and written).
