Overview of position:
Our clients Transition & Recovery Pillar (TRP) encompasses their Somalia’s Community Stabilization Unit (CSU) & Disengagement, Disassociation, Reintegration & Reconciliation (DDRR) program & addresses the multifaceted drivers of instability to support the Somali government & communities to build peace & lay the foundations for longer term, sustainable recovery through activities that restore trust horizontally between communities & vertically between communities & government authorities in newly recovered & fragile areas. Within this mandate, TRP works with marginalized & at risk youth on Preventing Violent Extremism (PVE) & to promote social cohesion & supports the Federal Government of Somalia’s (FGS) national program for the treatment & handling of disengaged combatants in South West State & Jubaland. TRP also supports the FGS’s & Federal Member State (FMS) level stabilization strategies through the Daryeel program that works in Galmudug (GM), Hirshabelle (HS), South West State (SWS) & Jubaland (JSS).
CSU under its rapid stabilization portfolio is implementing two projects namely Rapid Stabilization Support (RSS) funded by FCDO & Stabilization & Recovery in Somalia (SRS) funded by USAID. The success of the project is reliant on government engagement & coordination at both the federal level & at the FMS level. Currently the Program Manager & Senior Program Coordinator, together with national colleagues all serve as focal points with the government. To streamline this & ensure there is one person dedicated to government coordination, CSU is looking to hire a National Program Officer (Government Liasion) to support to the unit.
Under the overall guidance of the Senior Program Coordinator (Community Stabilization) & under the direct supervision of the Program Manager (Community Stabilization), the successful candidate will will play a crucial role in facilitating communication, collaboration & coordination between the CSU & various government entities, international organizations, NGOs & other stakeholders involved in Somalia’s stabilization efforts. The primary objective is to ensure effective communication, cooperation & alignment of strategies & initiatives towards achieving stabilization & development goals within Somalia.

Role objectives:
Serve as point of contact for CSU with governmental bodies at local, regional & national levels.
Act as a liaison between the CSU & governmental bodies to facilitate information exchange, coordination of efforts & implementation of projects.
Facilitate communication & coordination between CSU & FMS’s in Somalia that CSU is operating or planning to operate in.
Establish & maintain strong working relationships with government agencies, ministries, local authorities & relevant stakeholders.
Provide regular updates, reports & briefings to senior management within the CSU on governmental policies, priorities & activities relevant to stabilization efforts.
Organize & facilitate meetings, workshops & consultations between our client & government representatives to discuss strategies, challenges & opportunities for cooperation.
Provide weekly & monthly updates & reports to the Program Manager on the political, social & security situation in the assigned area.
Monitor & analyze political, social & economic developments within Somalia & provide insights & recommendations to the CSU on how government policies may impact stabilization efforts.
Prepare regular reports, briefings & documentation on activities, progress, challenges & opportunities in Somalia’s stabilization efforts.
Provide recommendations to the Senior Program Coordinator (CSU) & the Program Manager (CSU) based on insights gained from interactions & observations.
Contribute to the development & implementing a strategy for CSU in line with the national stabilization staregy.
Assist in the mapping of district profiles & key stakeholders in CSU target locations when requested.
Ensure the management team is briefed on strategic level stakeholder interaction, including changes to key policies & messages.
Undertake any assignments requested by the Program Manager & / or the CS Program Coordinator.

Project reporting:
This role works under the overall guidance of the Senior Program Coordinator (Community Stabilization) & under the direct supervision of the Program Manager (Community Stabilization).

Key competencies:
Master’s degree in political or social sciences, international relations, project planning or management or a related field from an accredited academic institution with two years of relevant professional experience or a bachelors degree in the same fields with four years of relevant professional experience with at least 1 year of field work experience on community stabilization & peacebuilding programs.
Experience in liaison with governments & international agencies in Somalia.
Strong analytic & organizational skills, strong creative & innovative thinking skills.
Proven ability to work effectively in a complex collaborative environment, including government stakeholders.
Excellent & demonstrable analytical, communication & writing skills.
Experience with UN, non governmental or governmental institutions / organizations in a multi cultural setting.
Sound knowledge of project implementation.
Good level of computer literacy, including database applications.
