The project on National Planning for an Inclusive and Effective Conservation Approach to Reaching Global Biodiversity Framework Target 3 has the objective to: support country planning to inclusively and effectively meet or exceed Global Biodiversity Framework (GBF) Target 3.

Target 3 of the Global Biodiversity Framework (GBF) aims to ensure that at least 30 per cent globally of land areas and of sea areas, especially areas of particular importance for biodiversity and its contributions to people, are conserved through effectively and equitably managed, ecologically representative and well-connected systems of protected areas and other effective area-based conservation measures and integrated into the wider landscapes and seascapes.

WWF-US is the GEF Agency, and WWF (Earth for Life) is the lead global executing agency for the project. Conservation Strategy Fund (CSF) and WWF Country Offices are executing partners (and sub-grantees) of this project.

The project aims to support six target countries in their efforts to plan for inclusively and effectively meeting or exceeding their goals under Global Biodiversity Framework Target 3 by developing national plans for Target 3, which can be taken forward by the target countries and also provide specific examples to guide other countries in their efforts to achieve their Target 3 goals. The six pilot countries were selected further to consultations between the GEF Secretariat, WWF US’s Earth for Life and GEF Agency teams, and WWF country offices in the target countries. The pilot countries represent a diverse range of geographies, biomes, and socio-economic contexts.

With 27% percent of the countries land area under legal protection Zimbabwe primary focus within the project framework is “to strengthen management effectiveness of existing protected areas).

C. Objective

The objective of the national level work is to develop a national plan for strengthening management effectiveness of protected areas, with due consideration to inclusivity, rights, equity, connectivity, ecological representation, climate resilience and effective conservation, which draws on existing data and actively addresses any significant data gaps

D. Nature of Consultancy Required

Major responsibilities of the Consultant will be to develop a Stakeholder informed Action plans for improving park management effectiveness and efficiency for targeted areas.

E. Specific Responsibilities of the consultant

  1. Conduct a stakeholder mapping exercise and produce a stakeholder engagement plan;
  2. Conduct gender sensitization discussions at the start of each cluster workshop;
  3. Convene targeted protected area network cluster stakeholder consultative workshops;
  4. Derive METT indices for the targeted areas;
  5. Conduct a detailed assessment of findings of cluster consultation and national workshops;
  6. Document proceedings and outcomes of consultative workshops for WWF country offices review;
  7. Develop National action plans for effective management of targeted areas for WWF review, and;
  8. Engage actively with project related webinars, internal or external for consultations or information sharing.
  9. Implement Monitoring and evaluation system targeting gender representation and stakeholder inclusion in the consultation process.

F. Project outputs

Based on the stakeholder informed process the consultant will be expected to produce: –

  1. Stakeholder informed Action plans for improving park management effectiveness and efficiency for targeted areas.
  2. Knowledge products to be shared with relevant rights holders and stakeholders to contribute to knowledge management at local and international platforms.
  3. Scope of work COVID-19

The Consultant and WWF will regularly review the COVID-19 situation and will jointly agree when it is safe for any field-based work to take place. The decision will be based on adequate assurance that the risk of COVID-19 transmission has been minimized for any communities or other stakeholders, the Consultant team and WWF staff.

  1. Qualifications
  • At least Master’s degree in Environmental sciences, Geography, Public policy, Forestry, Natural resources, or any related field.
  • Experience in working on METT and GESI, social safeguards and human rights-based approach to biodiversity conservation
  • Experience in working with a multidisciplinary team
  • The candidate should have excellent interpersonal skills and maintain cordial relations with wider stakeholders including government agencies, civil society organizations, development partners
  • Special preferences will be given to the incumbent who has Prior work experiences in government supported projects
  1. Request for proposal: –

On the basis of this call, the Consultant should prepare a proposal that covers:

  • Proposed tasks and outputs (clearly indicating any proposed approaches or outputs that differ from the consultancy request);
  • Personnel including time allocation for the assignment;
  • Tentative work schedule (activities and milestones);
  • Amount of resources/time required;
  • Cost estimate based on average day rate and expenses;
  • Agreement/readiness to sign a Non-Disclosure Agreement.
  1. Duration and location of the assignment: –

It is anticipated that the consultancy submission will breakdown timelines for Task to align with 30 working days over period of 3 months. The consultant will report directly to the Project Manager WWF Zimbabwe.
