The Republic of Moldova is a country with approximately one in five Moldovans being under 18 years of age, and one in three between 14 and 35. Since the adoption of the very first National Strategy on Youth for 2009-2013, young people’s role as important agents of economic and social development has grown in the political discourse. This growing importance brought a paradigm shift, increasing emphasis on youth development, participation, and empowerment. In 2014, the Government adopted the National Strategy of Youth Sector Development 2020, aimed at developing policies for civic engagement and employment, and strengthening the legal framework for the establishment and functioning of regulatory mechanisms for youth sector activities.
In 2021, the National Strategy of Youth Sector Development (2020) ceased to provide the legal base for youth policy programming and implementation, therefore the Ministry of Education and Research (MER) commenced the development of a new 2022-2030 national Youth Strategy that would ensure the continuity of the policies initiated and promoted in the last strategic policy cycle, addressing systemic deficiencies, gaps, and challenges as well as the conclusions and recommendations formulated in the Final Assessment Report of the 2020 National Strategy for Youth Sector Development.
The Ministry of Education and Research, lead government entity on youth, has established a Working Group for the elaboration of the 2022-2030 Strategy for Youth Sector Development ‘Youth 2030’ and has requested UNICEF’s specific support to ensure costing for the Youth Strategy 2022-2030, including financial and programmatic projections for the new strategic document.
How can you make a difference?
- Purpose of the assignment
The purpose of this consultancy is to support the Ministry of Education and Research, to cost the framework for the youth sector strategy its implementation Programs and related action plans.
- Objectives of the consultancy
The Objectives Of This Consultancy Are
- Review the Youth Sector Development Strategy ‘Youth 2030’, its implementation Programs and related action plan for insights on and to inform the costing process
- Cost the action plan for implementing the Youth Sector Development Strategy ‘Youth 2030’
- Develop and cost a monitoring and evaluation plan, including risk assessments and a contingency plan as part of the financial framework
- Prepare the training materials and deliver training sessions on policy strategic planning and budgeting (PFM) for MER responsible staff, including members of the Working Group for the development of the National Youth Strategy
- Support the MER in the process of consultation and development of the final versions of the documents including recommendations to address potential comments or proposals received from the line ministries, academia, civil society, youth, UN, EU, the WB etc.
- Details of how the work should be delivered
The national consultant shall participate in consultations with key informants from the government, non-government institutions at national and decentralized levels, UN agencies, donors, Youth (15-35 years), EUD, the WB representatives at rural and urban settings, academia, a broad group of stakeholders, under the leadership of the Working Group for the 2022-2030 Strategy for Youth Sector Development ‘Youth 2030’.
The assignment will involve the following three stages: i) inception phase (including consultations with key stakeholders and governmental partners) and agreement on the underlying framework and methodology; ii) costing phase, (iii) capacity building of MER and iv) validation process.
During the first stages, the contractor will discuss the work plan, the methodology, the processes of collecting documents, and relevant information with UNICEF MCO. During all three stages of the consultancy, the contractor will discuss progress and address any technical issues arising during the consultancy with UNICEF MCO and MER.
The costing of the National Youth Strategy, including activities and sub-activities, will be done by using standard costing tools tailored to the local context. The contractor will work with UNICEF Youth and Development Specialist to prepare the validation workshop and present the costing of the Strategy to various stakeholders. The validation workshop will be attended by the key actors in the field of youth policy, including LPAs interesting in the process.
- Work arrangements and official travel involved
The selected consultant will work under the direct supervision and in close consultation with UNICEF Youth and Adolescent’ Development Officer. Fees will be rendered upon written approval by the UNICEF Supervisor, and contingent upon the quality of deliverables.
UNICEF will regularly communicate with the selected consultant and provide formats for reports, feedback and guidance on performance and all other necessary support to achieve objectives of the assignment, as well as remain aware of any upcoming issues related to expert’s performance and quality of work.
The work might require local travels in order to conduct in-person visits and interviews with the different government authorities. In this case, the consultant will be expected to cover costs, arrange and schedule such visits, including transportation. UNICEF office will facilitate introduction to key informants.
To qualify as an advocate for every child you will have
- An advanced University Degree in Public Finance, Economics, Governance, or other relevant areas;
- At least 5 years demonstrated experience in conducting costing and financing assessments, developing social sector investment cases, budget and expenditure analysis, and/or fiscal space analyses in population, development and/or policy formulation, implementation and monitoring and evaluation;
- A strong familiarity with the national budget policies and fiscal strategy, budget process and strategic planning;
- Strong analytical and writing skills, and the ability to present the results in a simple language;
- Consolidated knowledge and foundation on crosscutting themes such as equity and sectoral decentralization;
- Strong communication (oral and written) skills;
- Previous work experience with the UN is considered a strong asset.
- Fluency in Romanian and working knowledge of English;
- Ability to complete the task in a tight schedule and with limited supervision.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
