Consultancy Terms of Reference

LOCATION: Phnom Penh

Child Safeguarding:

Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

Introduction:

Save the Children (SC) is the world’s largest independent child rights organization, working in more than 120 countries, including Cambodia. Save the Children in Cambodia implements its programmes in partnership with the Government, civil society and relevant research organizations. We work with communities, local NGO’s and community based organizations to deliver projects that help ensure children are protected, healthy and educated. We work with the Royal Government of Cambodia and civil society to ensure that our development efforts are sustainable. Save the Children in Cambodia works in the whole spectrum of child development through 5 programmes: Education, Child Protection, Child Rights Governance, Health & Nutrition, and Child Poverty. Save the Children works in both development and emergency contexts, ensuring that cross-cutting areas such as gender, disability, resiliency and remoteness are key considerations to achieve immediate and lasting change for the most marginalized and most disadvantaged children.

Project Background:

Safe to Learn project has helped to build a child-safe learning culture among all education stakeholders in Cambodia, free from all forms of violence. The project aimed to reduce violence against children (VAC) in and through schools through the provision of evidence-based tools and approaches.

The project has established a consortium of INGO partners convened by Save the Children International (SCI), including World Vision (WV) and Plan International (Plan), leveraging existing VAC collaborations and school based partnerships for implementation, with consistent leadership and engagement from MoEYS and the technical committee (TC) and Leading & Coordinating Committee (L&CC) to support the roll out of the Implementation Operational Manual on Child Protection in Schools (OMCPS).

The project is testing evidence-based tools and approaches to reduce VAC in schools by: (1) strengthening the Cambodian CP policy framework through the development, endorsement and dissemination of the OMCPS, (2) supporting MoEYS in the piloting of the OMCPS in target primary schools, through the establishment of functioning school based child protection mechanism (SBCPM) and ensuring its coordination with the community based child protection mechanism (CBCPM); 3) supporting target schools in developing a data monitoring system for VAC, as well as safeguarding codes of conduct; 4) empowering girls, boys, non-binary students, children with disabilities and community based child protection actors to speak up and take positive action against violence and abuse in schools; and 5) producing evidence and learning for costed options for implementation scale-up on child protection models, approaches and strategies, including quasi-experimental studies.

The END VAC Project has developed and delivered an online ToT training package for teachers and student councils on OMCPS to 81 core trainers (21 females) from MoEYs, PoEYS, DoEYS, school principle, and NGO partners as well as they roll out to 598 participants (307 females) including school directors and teachers in 52 target primary schools.

The training sessions aimed at improving school principals and teachers’ knowledge and understanding of the concept of child rights, types of violence against children, the UNCRC convention, and the operational guidance on implementing a child protection policy at the school level, including referral pathways and response mechanisms in and around the schools to promote ending violence against children.

The project indicates the TOT training package is an essential resource and materials that will continually develop and translate/ covert to online learning platform. The learning management/ e-learning platform will provide suitable of learning resources and material that will be used to strengthen capacity and grow both the current and new educational and professional skills and competencies for the various stakeholders in child protection sector, in particular, child protection in school.**

Purpose of the Consultancy:

The consultant will develop a learning management/ e-learning platform to be used to strengthen the capacity and grow both national and sub-notational education staff, including PoE, DoE, school principle, teachers, student councils and child protection focal points. The consultant will convert the exiting TOT Training package “Operational Manual on Child Protection in School” to a online platform” As discussed with MoEYS, we want the platform to host other content or deliver other trainings such as positive discipline in schools. We will hand over the platform to MoEYS to maintain after the project ends”

Duration of the Work:

Services delivered by the consultant will take place up to 30 days. The consultant is expected to start no later than March 15th, 2022.

Report to: CP & CRG Program Manager

The consultant is expected to work closely with CP & CRG Program Manager, and SC’s IT Manager and consult with END VAC Project partners (Plan International and WVC) and MoEYS.

Deliverables:

A. Develop and complete the learning management/ e-learning platform in Khmer

B. Provide orientation on learning management/ e-learning platform, and user guide (admin guide, source code, etc.…)

C. Final learning management/ e-learning platform in Khmer

D. Follow up support, maintenance, and bug fixed**

Milestones and Payment Schedule

The consultant will undergo regular review and performance evaluation, be expected to check CP & CRG Program Manager and IT Manager and be held to Save the Children policy standards and that of the consultancy contract.

Payment will be made according to achievement of above steps. The milestones and payment calendar will be confirmed in the contract and established an agreed consultancy work plan.

For all deliverables, payment is not contingent upon simple completion of activities associated with deliverables and payment schedule, but rather the completion of the activity and deliverable to the satisfaction of Save the Children. Payment will be made based on satisfactory passing of each deliverable.

The Royal Government of Cambodia requires a 14% withholding tax for non-residential consultants and a 15% withholding tax for residential consultants. This withholding tax will be withheld from the consultant’s normal daily rate and is NOT the responsibility of Save the Children to compensate.**

PLATFORM FEATURES AND EXPECTATIONS:

State of the art platform:

§ The platform should be feature-rich and able to stay up to date with the ever-changing Learning & Development landscape.

§ Expected functionalities should include user registration, easy and interactive navigation through the course lessons, ability to set and take up quizzes, set up timers for courses, display course progress, give certifications, and so on. Most features should be automated.

User Access and User Friendly:

§ Easily accessible on desktop or mobile, 24/7. Users should be able to undertake trainings/courses on their own schedule and pace independent of device or operating system and with limited bandwidth.

§ The platform should be web and responsive for mobile ready on both Android and Apple devices.

§ Should be able to facilitate the learners to login to the learning system while on-the-go.

Ease of Integration:

§ The platform should be able to integrate to existing systems though features like Single-sign-on (SSO).

§ The integration should facilitate real-time communication between the platform and other enterprise level systems.

Content Compatibility:

§ The platform should be flexible, easily customizable, and able to easily upload existing training materials or build courses from scratch while remaining user-friendly.

§ It should cater for various content formats such as word, excel, pdf, videos, animations, ppts and provide for the users to upload the various content formats easily onto the platform.

§ The platforms ability to have visual content is paramount.

§ The content capture and delivery will include: Word document, PDF, PowerPoint presentations, Video streaming to pure audio transcript, Quizzes, Surveys, and completion certificates.

Reports and Analysis:

§ Tracking and reporting the performance of trainees

Security and Reliability:

§ The platform security should be top notch assuring content confidentiality as well as protecting the users’ personal data.

§ High level reliable platform with minimal downtime, is required while taking into consideration disaster management and contingency planning.

Roles and Responsibilities:

The assignment will be led by consultant and working with SC, MoEYS and partners (WVI-Cambodia and Plan International).

Consultant:

  1. Develop a detailed work plan and present the work plan to Save the Children

  2. Review TOT training package on Operational Manual on Child Protection in School (OMCPS).

  3. Conduct consultation with Save the Children, MoEYS and partners (WVI-Cambodia and Plan International).

  4. Develop mock up, provide presentation and revise based on feedback and approval from Save the Children and partner staff.

  5. Develop learning management/ e-learning platform

  6. Present and pilot learning management/ e-learning platform to Save the Children, ,MoEYS and partners

  7. Revise based on feedback and approval from SC, MoEYS and partners.

  8. Develop user guide, admin guide, source code.

  9. Provide orientation to Save the Children, MoEYS and partner staff as users and admin on how to use learning management/ e-learning platform and hand over system, user guide, admin guide, source code to Save the Children.

Warranty, Support, Maintenance, Change Management and Ownership:

  1. The consultant must provide support for a period of 30days from the time of acceptance of the deliverable by Save the Children (i.e. warranty support).

  2. During the above-mentioned warranty period, the consultant will be responsible for making minor changes within the existing scope described in this ToR, as well as to fix issues, if any.

  3. The consultant will have no right to commercial use or apply the software elsewhere.

Save the Children:

  1. Provide all relevant project documents, information, and TOT training packages on Operational Manual on Child Protection in School (OMCPS) include video record of TOT online training

  2. Review and approval schedule, proposal, database.

  3. Coordinate the meetings with Save the Children, MoEYS and partners staff.

  4. Meet regularly with the consultant on the schedule and discuss progress/quality of deliverables.

  5. Approve payments for the consultancy according to payment schedule and completion of tasks to a high quality and satisfaction of Save the Children.

Selection Criteria :

ESSENTIAL CRITERIA

These are criteria which bidders must meet in order to be successful and progress to the next round of evaluation. If a bidder does not meet any of the Essential Criteria, they will be excluded from the tender process. These criteria are scored as Pass or Fail and will not be evaluated against capability criteria, sustainability Criteria and commercial criteria.

CAPABILITY CRITERIA (Qualifications and requirements) (score 60)

· The applicant should be a technology company/ firm, a team of experts with a proven record of innovation in develop e-leaning platform, the database, web-based, mobile platform and application development field. (10 points)

· The team leader (if a team) or applicant should have at least 5 years experiences in developing the system**(10 points)**

· The applicant should hold university degree in Computer Science or relevant field. (10 points)

· The applicant should have experience on building learning management/ e-learning platform. (10pt)

· The applicant should have working knowledge of the general online platform landscape, and e-learning development, innovation and technologies.(5pt)

· The applicant should have strong communication and facilitation skills, experience working with teams, stakeholders and independent as appropriate. (5pt)

· Fluency in written and spoken Khmer and English. (5pt)

· Be client oriented and open to feedback. (5pt)

Note: Only the proposal that passed a minimum of 70% of the capability assessment score (60 points) will be considered for next evaluation of their financial proposal. The contract will be awarded to the proposal obtaining highest combined capability, sustainability and commercial score. **

SUSTAINABILITY CRITERIA (score 10)

Criteria used to evaluate the impact a supplier has on the environment, local economy and community. Bids will be evaluated against the same pre-agreed Criteria.

COMMERIAL CRITERIA (score 30)

These criteria will be used to evaluate the commercial competitiveness of a bid. All bids which pass the Essential criteria will be evaluated against the same pre-agreed Commercial Criteria, which have been created by a committee of representatives from SCI.
