Organizational Setting

The FAO Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s efforts to achieve food security for all in the Asia-Pacific region. FAO’s three main goals are: the eradication of hunger, food insecurity and malnutrition; the elimination of poverty and the driving forward of economic and social progress for all; and, the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations.

Under the Green Climate Fund (GCF) Readiness and Preparatory Support Programme, FAO RAP, in collaboration with six countries of Southeast Asia, will implement a three-year project of strategic regional action entitled “Agriculture Sector Readiness for enhanced climate finance and implementation of Koronivia Joint Work on Agriculture priorities in Southeast Asia”. The countries included under this collaborative project are: Cambodia, Lao PDR, Malaysia, Philippines, Thailand and Vietnam. The project will be implemented in close coordination with the respective National Designated Authorities (NDAs) and the Ministries of Agriculture through the ASEAN Climate Resilience Network (ASEAN CRN) focal points of each participating Southeast Asian country. This regional project will build capacity to access climate finance for the agriculture sector and create opportunities to scale promising models at national and regional levels. The project will also enable countries to share experiences and co-create proposals for sector specific climate action at the regional level with public and private sector climate and agriculture finance experts. Investment plans will focus on facilitating farmer’s access to capacity to access capacity, resources and finance to address climate change risks.

A regional project team and six country based national project teams will be established for the effective implementation of the project. While the regional project team will oversee project implementation progress and maintain communication with the rest of the Project Management Unit (PMU) to ensure a smooth flow of work, the national project team will lead the implementation of the project activities in the country and coordination for the regional activities.

To support the implementation of the project activities, FAO RAP is seeking a motivated, dynamic candidate to serve as a National Administration and Procurement Support Specialist.

This position will be based in the FAO RAP office in Thailand, Bangkok.

Reporting Lines

The National Administration and Procurement Support Specialist will work under the overall supervision of the FAO Natural Resources Officer and in collaboration with the Regional Coordinator and International Agriculture and Climate Change Specialist and Regional Project Team based at FAO RAP, the FAO-GCF Coordination Unit, and with dedicated project staff and government counterparts.

Tasks And Responsibilities

The incumbent is expected to undertake the following tasks, under the orientation of and in close discussion with the FAO Lead Technical Officer and and the Regional Coordinator and International Agriculture and Climate Change Specialist:

  • Provide the delivery of administrative services to the project in the areas of recruitment, finance, procurement and general services;
  • Ensure that project work and procurement plans are completed according to FAO guidelines;
  • Perform monitoring and analysis of project financial statement and address discrepancies, problems, and other variations as necessary in a timely and effective manner;
  • Support the preparation of inputs for project monitoring and progress reports;
  • Support the organization of the arrangement of venues and logistics for regional and country level workshops and meetings as well as travel and accommodation for international consultants through coordination with other responsible officers;
  • Support dissemination of project knowledge products and materials on digital and other media platforms;
  • Support coordination between the project teams and the relevant staff at the NDAs and ministries of agriculture;
  • Perform other relevant tasks.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • National of Thailand
  • Bachelor’s degree in Business Administration, Economics, Public Administration, International Development or other related field
  • At least 3 years of work experience in procurement activities and office support work
  • Experience working in an international organization
  • Working knowledge of English

Selection criteria

  • Master’s degree desirable in Business Administration, Economics, Public Administration, International Development or other related field
