SKILLS SEARCH US FOREST SERVICE – NAMIBIA COUNTRY COORDINATOR WINDHOEK, NAMIBIA 2022

Management and Engineering Technologies International, Inc. (METI), in support of the U.S. Forest Service (USFS) Office of International Programs (IP), is recruiting a Namibia Country Coordinator to lead in-country programs in collaboration with a diverse suite of partners. This skills search outlines activities and objectives for a potential full-time Coordinator position.

Background

The US Forest Service (USFS) promotes sustainable forest management and biodiversity conservation internationally. By linking the skills of the field-based staff of the USFS with partners overseas, the agency can address the world’s most critical forestry issues and concerns. International Programs regularly engages the agency’s wide range of expertise. Law enforcement officers, wildlife biologists, foresters, economists, hydrologists, disaster and fire management specialists, and policy makers are among those who comprise the staff of over thirty thousand employees.

The USFS is building a program with partners in Namibia and may need a country coordinator. The USFS Namibia Country Coordinator will work with colleagues from the USFS, the US Department of State and the US Embassy, USAID, the Government of Namibia, and other partner organizations on a daily basis to oversee technical cooperation and serve as the representative of the partnership. In support of this effort, the coordinator will work with the USFS to recruit, schedule, and manage the work of short-term technical advisors from the USFS who will contribute their skills and expertise alongside counterparts from partner institutions.

Position Description Responsibilities of the Coordinator will include, but are not limited to:

  • Implementing, in coordination with other USFS staff, technical assistance and capacity building activities to improve natural resource governance and natural resource law enforcement, in collaboration with in-country partners and stakeholders;
  • Collaborating with colleagues from the Government of Namibia, non-governmental organizations, the private sector, academia, and community partner organizations on design and oversight of core project activities;
  • Maintaining excellent relationships with key Government and NGO partners;
  • Coordinating with other related US Government technical assistance programming in Namibia to ensure maximum programming impact and effectiveness on initial projects (combatting illegal logging and trafficking, sustainable forest management, and community forestry), and identifying potential new areas of technical support;
  • Providing program updates and reporting to USFS, US Government partners, and other relevant stakeholders;
  • Orienting and coordinating the activities of visiting teams of USFS and other international experts, as well as coordinating with program country counterparts and other technical consultant missions;
  • Contributing substantively to the preparation and execution of national and regional training workshops;
  • Managing logistics, financial, and administrative tasks for program activities, including but not limited to events, meetings, and regional travel;
  • Representing the program to partners and providing ongoing reporting and documenting program implementation; and,
  • Supporting, preparing, and developing program narrative reports and other communication material.

Qualifications The ideal candidate will have the following qualifications:

  • Minimum Bachelor’s degree in forestry, conservation biology, ecology, environmental science, law enforcement, or related discipline, or equivalent professional experience in natural resource management or natural resource law enforcement;
  • Experience working in developing countries, preferably within sub-Saharan Africa and Namibia;
  • Demonstrated leadership and management skills: capable of executing complex tasks with minimal supervision over an extended timeline;
  • Demonstrated experience managing multi-stakeholder partnerships, engaging in consultative work planning, and coordinating activities and meetings;
  • Excellent interpersonal, writing, and presentation skills in English;
  • Experience managing U.S. government-funded or other international donor-funded activities, including maintaining compliance with U.S. government (or other international donor) regulations, strongly preferred;
  • Ability to work in a dynamic environment with in-country and U.S. government agencies, international donors, NGOs, community groups, and other stakeholders;
  • Experience working with key government partners in Namibia strongly preferred;
  • Ability to think critically and synthetically across fields and topics related to natural resource management and sustainable development in the developing country context;
  • Demonstrated capacity to plan, organize, and prioritize multiple tasks to ensure their efficient and timely accomplishment;
  • Willingness to work out-of-doors in potentially arduous conditions for prolonged periods of time and in areas with intermittent power supply and internet connectivity; and,
  • Namibian nationals and women are especially encouraged to apply.

Oversight and Reporting The Coordinator will report to the USFS/IP Namibia Program Manager. Period of Performance: One year with a possibility of extension Location of Work: Windhoek, Namibia, with regular travel in country, and regional or international travel as needed. Other locations within Namibia may be considered. Compensation: Commensurate with experience and qualifications Timeline: Apply by August 15, 2022.
