JOB CONTEXT:

Women Integrated Sexual Health 2 (WISH2 2) is one of the components of the overarching WISH2 Dividend programme implemented in Sub-Saharian Africa and funded by UK Foreign, Commonwealth, and Development Office (FCDO).

This program is central in advancing the UK’s priorities to empower women and girls, aligning with various UK’s strategic frameworks such as the International Development Strategy, the UK’s strategic initiatives in sub-Saharan Africa, the International Women and Girls Strategy, and the FCDO’s strategy on disability inclusion and rights. Within the WISH2 Lot 2 consortium, led by the International Planned Parenthood Federation (IPPF) and with its hub located in Nairobi, HI is the disability inclusion consortium partner, working alongside with Organisations of Persons with Disabilities (OPDs). HI is seeking for a Multi Country Technical Manager based in Nairobi in priority with possibilities to work from other countries in East Africa where HI has an office : Ethiopia, Uganda, South Sudan or Madagascar.

The ideal candidate should have extensive experience in the field of SRHR in Low and Middle Income Countries (LMIC) and Fragile and Conflict Affected Settings (FCAS), a deep technical understanding of disability inclusion, and strong skills in capacity development and training facilitation.

YOUR MISSION:

Under the WISH Multi-Country Senior Project manager the WISH technical Manager main objectives will be:

  • To provide timely and sound technical guidance to the HI WISH2 teams, consortium partners and project participants
  • To ensure the internal and external coordination within the project
  • Networking and Advocacy

Responsibilities:

Mission 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter
a. Provides appropriate technical guidance and support to WISH2 technical and project/country teams and ensure ongoing learning and capacity strengthening within the teams
b. Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
c. Adapts project documentation as required in accordance with global technical norms and standards, review and ensure good quality of technical documents and tools
d. Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
e. If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader.

Mission 2 : Provides technical learning from projects
a. Ensures that the activities implemented comply with international technical norms and standards
b. Adapts the project documentation to international technical norms and standards, when necessary
c. Makes sure global and field technical specialists get the information they require, by establishing and reinforcing common understanding across country teams on technical standards, approaches and tools; and monitor implementation of activities across the different countries to ensure compliance with these and achievement of project milestones and expected outcomes
d. Collects the elements necessary for capitalisation or scientific documentation exercises
e. Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice
f. Responsible of technical learning from projects by drawing on lessons learned and good practices; g. Provide technical support to WISH2 technical and project/country teams and ensure ongoing learning and capacity strengthening within the teams
h. Design, coordinate and supervise the development of face-to-face and online training programmes and training material for SRHR stakeholders and partners in remote technical assistance countries
i. In collaboration with consortium partners, design, coordinate and conduct webinars and learning events at the global and regional levels, focusing on disability inclusion in SRHR
j. Is in charge of the technical quality and relevance of project activities implemented
k. Supervise data collection for research activities
l. Contributes to the terms of reference for evaluations
m. Implements recommendations for improving the technical quality of projects
n. Ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct self evaluation of his her project and participates to evaluation cycles under the supervision of the SPM

Mission 3 : Contributes to the animation of its trade sector (the Technical WISH2 team)
a. Contributes or lead to recruitment of technical co-workers and Line manage and supervise the WISH2 coordination technical team.
b. Contributes to or leads the necessary technical training in his or her field
c. Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
d. Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Runs technical training for his/her staff when relevant
f. Contributes to design and collect operational data to ensure adequate follow up of the activities or ad hoc data collection activities, and ensure appropriate measurement of project achievement in his/her area of expertise.
g. Ensure that data process is set and realized in compliance with the rules and principle set by the IM/MEAL and by technical guidance of the sector of his expertise
h. Promotes research in the field of SRHR and disability inclusion and contribute to quality management and HI WISH2 learning process
i. Attend regular technical exchange meetings with the consortium prime and other partners, to provide updates on activities, discuss challenges faced and achievements.
j. Ensure regular information exchange with the WISH2 SPM, the in-country regional and HQ technical and operational teams as required

Mission 4 : Contributes to ensuring HI’s technical influence within its perimeter
a. Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks and with local partners
b. Liaise with donors, partners, host government agencies, and other key stakeholders as required, and contribute to the visibility and advocacy efforts of HI and the WISH2 programme at the national, regional and global levels
c. Contributes to HI’s external influence by participating in relevant networks : represent the HI and the WISH2 programme in the sharing of data, research, lessons learned and technical documents at international events and conferences
d. Relays and contributes to advocacy messages under her/his scope
e. Drafts new project contents for the continuity or expansion of the project under his her technical scope
f. Contributes to the drafting of new proposals for new opportunities under his / her technical scope
g. Establish collaborative working relationships with the Ministries of Health and key SRHR stakeholders in the different countries, by sharing information on the project activities, lessons learned and best practices.

Other missions:
A .Maintain the confidentiality of all sensitive information of all partners and project participants at all times
b. Lead on the promotion of gender, age, disability and diversity principles in the daily management and collaboration with technical and operational teams, as well as through the planning and implementation of project activities and strategies
c. Perform other tasks as requested by your supervisor

Expériences / Formation

• You have a master’s degree in Public Health or any other health-related fields
• You have at least 8 years of demonstrated work experience required, including at least 5 years in senior project management role(s) related to Sexual and Reproductive Health and Rights or inclusive health programming, with a focus on vulnerable and marginalised populations, including persons with disabilities, women and youth.
• You have experiences in multi-country projects, Consortium (as sub) and worked with international partners (INGOs)
• You are fluent in French AND English (written and spoken)
• You have special abilities for collaborative work, participatory approach.
• You are an excellent team worker and have the ability to create dynamic and very positive working relations including at remotely, with high level of mutual confidence and solidarity
• You have a positive and constructive personality, very composed, solution-oriented, with a high level of professional maturity, excellent management and capacity-building skills.

• 36 months International contract starting from December 2023
• The international contract provides social cover adapted to your situation:
o Unemployment insurance benefits for EU nationals
o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution
o Repatriation insurance paid by HI
• Salary from 2 869 € gross/month upon experience
• Perdiem: 608,99€ net/month – paid in the field
• Paid leaves: 25 days per year;
• R&R: according to the level of the mission Level 1: 1 day per month
• Position:
o open to families (more than 12 months) : package familial
– a child allowance of 100€ per month, per child (from the second child) paid in the field
– Contribution to school registration fees for children over 3 years
– Family-wide health coverage
• Payment for travel costs (air ticket & visa) and transport of your personal effects
