German Red Cross

The German Red Cross (GRC), in a trilateral partnership together with the Polish Red Cross (PRC) and the Ukraine Red Cross Society (URCS) and in close coordination with other Red Cross / Red Crescent Movement partners, supports the humanitarian response to the Ukraine crisis. GRC is currently setting up a regional emergency response hub in Lublin, Polen.
The GRC is seeking a Multi-Country Finance Delegate (m/f/d) to implement the regional emergency response project “Population Movement Ukraine”. The project is funded by the German Federal Foreign Office (GFFA), own GRC funds and other donors and implemented together with PRC, URCS and National Societies of neighboring countries.

Starting date: 01.04.2022
Duration: 31.07.2022 with a possibility for extension
Location: Lublin, Poland and / or Lviv, Ukraine

Responsibilities and Tasks:

  • Ensure the financial monitoring, controlling, and reporting of the regional project activities in accordance with approved plans and budgets, GRC and donor requirements
  • Ensure timely and transparent communication with the GRC’s Regional Coordinator, HQ and the regional response structure
  • Set-up or adjust financial systems following GRC requirements
  • Assess the situation within the finance team regarding financial management, tasks, workload, balance in distribution of work between finance officers, communication flow, internal monitoring, and reporting systems
  • Analyse processes and financial regulations and standard operating procedures with a focus on existing, needed, and extra processes and possibilities for simplification
  • Train finance staff, the project team and delegates

Required Skills:

  • A minimum of 2 years of experience in the field of relief projects
  • A minimum of 2 years of experience in financial management
  • University degree in a relevant field
  • Working experience abroad, preferably in Eastern Europe in a multi-cultural environment
  • Working experience with the Red Cross / Crescent Movement
  • Working experience with GRC and GFFO projects will be an asset
  • Sound financial management, controlling and monitoring skills
  • Knowledge of Red Cross / Red Crescent principles with willingness to adhere to them
  • Fluent oral and written English
  • Readiness to work in remote areas and to go on assignment without partner
  • Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, considering cultural and language differences
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions
  • Valid driving licence.

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC and an expatriation allowance during your mission. The GRC will cover your accommodation in the place of deployment. In addition to a full insurance package the GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.

Please note that due to the travel and visa regulations and the guidelines of our partners in the Red Cross and Red Crescent Movement certain vaccinations are required for this delegate position. Candidates on the short-list for this position will be asked to disclose their vaccination status.
