Chemonics seeks a Monitoring, Research, Evaluation, and Learning Assistant (MREL Coordinator) for the UK Government-funded Western Balkans Rule of Law Initiative (WBROLI). The WBROLI MREL Coordinator will report to the MREL Manager and will support her with monitoring and evaluation of the programme and its activities. This position will be based in Pristina, Kosovo, and will cover all WBROLI MREL programme countries outlined below.

WBROLI is a three-year rule of law programme operating across Albania, Bosnia Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. The programme is implemented by Chemonics International. The project has two workstreams: criminal justice and transparency and accountability. WBROLI is set to run until October 2024. MREL Coordinator must have the right to work in Kosovo. Some regional travel across the Western Balkans may be required. MREL Coordinator will report to the MREL Manager.

Responsibilities:

  • Assist with the implementation of the monitoring and evaluation plan, including data collection, storage, data entry into IMS, analysis, and use

  • Work with the MREL Manager to develop tools and guidance necessary to implement the monitoring and evaluation plan

  • Support the MREL Manager to perform data analyses, generate reports of findings, and create graphics to contribute to reporting requirements and project communications products

  • Support the MREL Manager to respond to MREL requests from project staff, Chemonics, or UK Government

  • Coordinate with the technical teams and third parties (e.g., grantees, subcontractors) to support the establishment of procedures of data collections to ensure timely reporting

  • Use data management platforms to track qualitative and quantitative results

  • Support the development and use of theories of change and theories of action for the project and interventions

  • Assist with the implementation of targeted research activities on rule of law programming throughout the region to inform the development of programming in the Western Balkans

  • Support planning, facilitation, taking notes, and drafting reports of adaptation mechanisms/meetings with team leadership and/or partners to review drawing on findings from monitoring and evaluation data

  • Work closely with the MREL Manager and Team Leader to ensure a consistent MREL approach across all activities

  • Oversee MREL operations in the absence of the MREL Manager

Qualifications:

  • An advanced degree in social sciences or a related field
  • Minimum two (2) years’ experience in designing MREL programmes
  • Fluency in English (speaking, writing, and reading)
  • Experience working in at least one of the six Western Balkan countries identified
  • Necessary computer, database, statistical software, and analytical skills, particularly in issues related to monitoring and evaluation
  • Strong writing skills
  • Excellent organizational skills, accuracy and attention to detail
  • Ability to prioritize and multi-task in a fast-paced environment
  • Self-motivated and able to meet tight deadlines
  • Strong interpersonal and communication skills
  • Comfortable with team-oriented approach to work, preferably in a multi-cultural setting
  • Demonstrated leadership, versatility, and integrity
