ABOUT THE MISSION

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission is opening in a complex security and administrative environment, where access will be a major issue.

SI has currently one GH/office in Mueda and one GH/office in Pemba

SI has established a coordination office and team, and is in the process of setting up a second field office in Palma. The mission is in the process of a significant scale-up in terms of geography, volume, and sectors. The WASH PM will be critical to ensure continuity and quality of programming.

The total budget in 2022 should be around 5 million euros.

ABOUT THE JOB

General objective:

The program manager is responsible for implementing and achieving the objectives defined in the operation proposals. (S)he is responsible for overseeing operational teams assigned to the program, and guarantees the good performance and the quality of the program(s) implemented, and, where appropriate, proposes adjustments or developments to ensure relevance

  • Specific stakes and challenges

Recruitment and induction of a program team

Deliver in Mueda technical work on water network rehabilitation, hand pumps, borehole drilling and solarization in Mueda sede and hard to reach areas.

Coordinate with authorities and companies in charge of the water supply in Mozambique ( FIPAG, SDIP, DPOP etc)

Ensure sustainable wash solution after prioritization of needs

Ensure rapid implementation of emergency wash solution after prioritization of needs

Establish a monitoring and CRM system

Priorities for the 2/3 first months:

1 – Ensure first identified priority rehabilitation in Mueda water network (and other smaller gravity-fed/pressurized water networks in the area of intervention) in coordination and collaboration of the authorities in charge. To be kept in mind: the state of needs/gaps in terms of water network rehabilitation/extension are constantly evolving due to several factor:

  • Population movement in and out areas (IDPs, returnees, pendular movement) that complexify the estimation of the population served by a given water supply infrastructure at a given time;
  • Positioning of other NGOs and donors, including long-term development and/or cooperation donor that pledge significant amount of money for rehabilitation work in the frame of the Cabo Delgado development plan, with allocation and implementation being a very long-term process;
  • Assessments that are conducted over time, and that help to have a better vision of the priorities on the different water supply infrastructures;

2 – Prioritize and support quick repairs solution to ensure quantity of water available in new accessible areas

3 – Kick-start of new projects (UNHCR and SDC, expected to be started by the current holder of the WASH PM position)

  • With support of the Field coordinator and Desk program manager, ensure recruitment of the program team, training and capacity building.
  • Guarantee quality and monitoring of all activities and program implementation according humanitarian and Si standards.
  • Set up and follow up project management tools.

YOUR PROFILE

  • Education: WASH engineering educative background. Strong water network, drilling educational background is required.
  • Experience:

  • At least one year of experience as program manager in humanitarian environments or similar position preferred.

  • At least three years of experience as water and sanitation technician or engineer in professional environments or similar position

  • Experience in WASH project management is an asset

  • Substantial experience in a management position in an overseas NGO environment,

  • Strong skills in water network, hydraulic and drilling;

  • Experience in capacity buildings of teams;

  • Experience in Mozambique is an asset

  • Technical skills and knowledge:

  • Knowledge about project cycle management and monitoring tools

  • An ability to analyze information quickly and accurately

  • Good problem solving skills in day to day and crisis situations

  • A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines

  • Confident and proficient in the use of MS Office, Excel, autocad and epanet

  • Extensive report writing skills in English

Languages: English is mandatory. Spanish or Portugese would be an asset, but are not required.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player.

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 1 800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 USD
SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
