ABOUT THE MISSION

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission has opened in a complex security and administrative environment, where access is a major issue in some of the areas of intervention.

Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. SI has completed its opening phase, and is scaling up in 2022. A new field base is planned for the first half of 2022, and multiple new projects are opening.

ABOUT THE JOB

General objective:

The logistics manager will implement and supervise all logistics operations at his/her assigned base.

He/she will organize logistic support for programs, in keeping with Solidarités International procedures.

He/she will assist the field coordinator in the implementation of safety rules.

Specific stakes and challenges

  1. Support on-going activities (both emergency and more sustainable infrastructure programs)
  2. Reinforce SI process for fleet & fuel management, equipment management, stock management, premises management, etc…
  3. Manage 7 premises and an external fleet of > 15 vehicles
  4. Manage and build capacity of the log team with new team members (2 storekeepers, 1 log officer TBR)
  5. Optimizing operational logistics strategy with the support of the Logistics Coordinator
  6. Support the Field Coordinator on the Security & Safety management.

YOUR PROFILE

Education: education background in logistics management, transport, warehousing, supply chain, purchasing is an asset.

Experience:

  • At least 2 missions as logistic base manager or 1 in a similar size base
  • Previous experience of logistics management is mandatory.
  • Previous experience with SI and Knowledge of SI tools and processes is an asset.
  • Previous experience in unstable environment (conflict / post conflict country) is an asset.

Technical skills and knowledge:

  • Knowledge of Solidarites rules, tools and procedures is an asset as the base opens
  • Management skills
  • Understanding, knowledges of local cultural / religious codes and habits and capacity to adapt to this environment
  • MS office.
  • Good analytical skills, ability to adapt
  • Good communication and diplomatic skill
  • Good organization skills.
  • Capacity to work under pressure in a tense security environment.
  • Basic knowledge of electricity and/or plumbing is an asset.

Languages: Portuguese (basic level at least) or fluent in Spanish or Italian is mandatory. English is mandatory. Swahili is an asset.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
