ABOUT THE MISSION

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission is opening in a complex security and administrative environment, where access will be a major issue.

Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas (Mueda, Palma, Nangade). SI has completed its opening phase, and is planning to scale up in 2022. A new field base is planned for the first quarter of 2022, and multiple new projects are opening.

This post will lead a number of emergency response and humanitarian activities in camp, non-camp, and conflict-affected settings. The area of intervention is Mueda, Muindumbe, Nangade districts, in the north of Cabo Delgado Province, punctual intervention can be done in other areas (Niassa,etc) according needs. Activities are multisectoral Wash, shelter/NFI, and distribution, and covered under several different donors and grants. Key programme activities include shelter kit distributions, technical training and oversight of shelter construction, NFI and HK distributions, emergency WASH components such as latrine construction, water trucking, water point rehabilitation, and hygiene promotion and supporting assessments in new emergencies. Complementary projects, as well as other project targeting other district are under development.

ABOUT THE JOB

General objectives

The emergency WaSH/Shelter program manager (Shelter/NFI/emergency WASH) is responsible for implementing and achieving the objectives defined in the operation proposals according standards and quality required. He/she is responsible for overseeing operational teams assigned to the program, and guarantees the good performance and the quality of the program(s) WASH and Shelter/NFI implemented, and, where appropriate, proposes adjustments or developments to ensure relevance

Specific tasks and challenges

  • Implement project in different sector (Shelter/NFI, WaSH Emergency)
  • Manage, follow up and supervise programs and teams in a wide geographical area
  • Ensure sharing of team for “static” emergency wash and shelter/NFi responses” and wash emergency in RRM project.
  • Ensure rapid implementation of adapted emergency solution after prioritization of needs
  • Engage closely with CCCM PM in order to identify gaps within the different sites
  • Coordinate closely with the WaSH infra PM for activities and team
  • With Field co ensure relation and coordination with SPDI and authorities involved.

Priorities for the 2/3 first months:

  • Ensure recruitment and setting up of the WaSH emergency and shelter team.
  • Launch the new UNHCR shelter project
  • Share and coordinate hand over of wash emergency activities in Mueda and launch RRM response activities.
  • Support the emergency WaSH response in Mueda, Nangade and Muindumbe districts, ( or other if necessary)
  • Guarantee quality and monitoring of all activities and program implementation according humanitarian and Si standards. Set up and follow up project management tools.

YOUR PROFILE

Education: Master degree or engineering grade in water, sanitation, hydrology, construction or technical field.

Experience:

  • At least two years of experience as program manager in humanitarian environments or similar position or experience in similar field sector in private company as technician or head of project.
  • Substantial experience in a management position in an overseas NGO environment, ideally in both emergency and developmental contexts, or private sector in similar field
  • Skills in humanitarian analysis and external representation
  • Experience of budget management with multiple donors and grants
  • Experience in Mozambique is an asset

Technical skills and knowledge:

  • Knowledge about project cycle management and monitoring tools
  • Hight skills in water, sanitation, hydrology and construction.
  • An ability to analyze information quickly and accurately
  • Good problem-solving skills in day to day and crisis situations
  • A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines
  • Confident and proficient in the use of MS Office, Excel
  • Extensive report writing skills in English

Languages: Portuguese or Spanish and English are mandatory.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried position
According to experience, starting from EUR 1800 gross per month (+ 10% annual leave allowance paid monthly i.e. 1980 euros gross per month)
and a monthly Per Diem of 750 USD

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.**

Social and health cover
Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

This position is field-based. Mueda has a market, a restaurant, and a bar; locally available ingredients are somewhat limited, but squid and fish, mangos (currently in season), and other seasonal items are readily available, with imported goods available to be sent up from Pemba. SI has an office and guesthouse in Mueda, with hot running water, electricity, and internet. The team in Mueda consists of 6 expats but will grow; there are a number of other INGOs nearby with expatriate staff who often socialize together on the weekends. In Mueda the days are hot, but evenings are generally cool and comfortable. Occasional visits to Pemba will be required for visa extensions; where possible, this can be organized to include weekends. Pemba is a touristic city with beaches, several nice restaurants, and numerous grocery shops with imported goods.

COVID 19 :

SI recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
