ABOUT THE MISSION

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission is opening in a complex security and administrative environment, where access will be a major issue.

Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. SI has completed its opening phase, and is planning to scale up in 2022. A new field base is planned for the first quarter of 2022, and multiple new projects are opening.

Si in Mozambique, is carting out Emergency response and humanitarian activities in camp, non-camp, and conflict-affected settings as well as more sustainable projects (infrastructure rehabs) and MEAL activities. The area of intervention is Palma (opening phase) Mueda, Nangade, Muidumbe and Mocimboa de Praia districts, in the north of Cabo Delgado Province. Activities are encompassing WASH (both emergency and infrastructure works), RRM, FSL and CCCM. They are covered under several different donors and grants. Key program activities include non-hardware WASH components such as latrine construction, water trucking and hygiene promotion, rehabilitation and construction of water infrastructures, supporting assessments and response in new emergencies, general food distribution and camp management on official camps and additional informal ones.

Complementary projects, as well as other project targeting other districts are under development.

ABOUT THE JOB

General objective:

The Country Director is the official representative of the organization in Mozambique. The CD is in charge of the smooth running of the mission, and enforcement of SI regulations in the country. The CD coordinates the teams in place and ensures their security on the mission, development of security pack and is accountable for the enforcement of security regulations. The CD define the mission strategy with the coordination team and HQ,, according to the geopolitical and humanitarian context, and ensures its implementation once it has been validated. The CD monitors projects implementation, in accordance with the Solidarités International charter and complying with internal and Donor contractual procedures. With the coordination team and support from the Desk, he mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources. The CD is the direct liaison for Solidarités International HQ.

YOUR PROFILE

Experience:

Security: The CD is responsible for the security of all teams and property on the mission, under the supervision of the HQ Desk Officer. The CD Monitor and analyze the security situation and ensure that teams clearly understand and enforce it. She / he Ensures that documents and procedures relating to security are regularly updated, validated by HQ communicated to the team and enforced. The cd Ensure that a permanent security watch + analysis is put in place **

Representation and Relationships with financial donors: She / he is Acting as the Solidarités International official representative in the country (in Maputo and in Pemba or others areas of the country) toward other NGOs, donors, UN agencies, Embassy representatives, as well as local political and administrative authorities, the civil society and the media The CD attend humanitarian forums and relevant coordination meetings**

The CD Monitor and analyze financial donor strategies proactively ensure the fund-raising of the mission and ensure the mission’s financial stability. She / he Strengthen relationships between Solidarités International and financial donor representatives

strategic orientation and Programing :

The CD monitor and analyze the humanitarian, political, cultural, social and economic context. She / HE Proposes and develops with the team an operational strategy consistent with the association’s policies and population’s needs and define a plan of action for putting this strategy in place The CD Guarantee the coordination, development, monitoring and evaluation of programs implemented on the mission, and ensure the relevance, quality and consistency of programs. He, she Ensure that programs are implemented in accordance with the defined / validated strategy, Solidarités International and donors technical requirements.

Resource management The CD , with the support of the coordination and base team proposes and organizes the Human, financial and logistic layout of the mission. She / he Ensure availability of the financial resources and means necessary for the completion of projects are mobilized and guarantees that resources are used effectively**

Human Resource Management:

Build and maintains team dynamics that enable Solidarités International objectives to be carried out effectively in the country. She / he Promotes Solidarités International ethics and values and related document (policy, positioning, code of ethic etc…)

She / he Ensures that Solidarités International Human Resource policies and procedures are applied (recruitment, performance reviews, etc.)

The CD Managed the coordination team as well as staff she/he supervises directly : Maputo Liaison Officer and Field Cos

Languages: Portuguese or Spanish and English are mandatory.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 3 000 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
