ABOUT THE MISSION

Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission is opening in a complex security and administrative environment, where access will be a major issue.

Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. SI has completed its opening phase and is planning to scale up in 2022. A new field base is planned for the first quarter of 2022, and multiple new projects are opening.

SI in Mozambique is carting out Emergency response and humanitarian activities in camp, non-camp, and conflict-affected settings as well as more sustainable projects (infrastructure rehabs) and MEAL activities. The area of intervention is Palma (opening phase) Mueda, Nangade, Muidumbe and Mocimboa de Praia districts, in the north of Cabo Delgado Province. Activities are encompassing WASH (both emergency and infrastructure works), RRM, FSL and CCCM. They are covered under several different donors and grants. Key program activities include non-hardware WASH components such as latrine construction, water trucking and hygiene promotion, rehabilitation, and construction of water infrastructures, supporting assessments and response in new emergencies, general food distribution and camp management on official camps and additional informal ones.

Complementary projects, as well as other project targeting other districts are under development.

ABOUT THE JOB

General objective:

The CCCM Project Manager will lead a UNHCR program in Mueda district, in the north of Cabo Delgado Province. Nearly 100,000 IDPs reside in Mueda, in host communities, in formal 7 IDP sites and in informal sites. Additionally, Mueda is a key transit point for newly displaced households and IDPs with return intentions.

The local government intends to consolidate the management of 7 existing formal sites to guarantee decent living conditions to IDPs, as well as accommodate for potential new arrivals. In January 2022, SI became the local government’s strategic partner to roll-out camp management activities in Mueda. Through this project, SI is setting coordination and communication mechanisms between humanitarian actors; strengthening governance and accountability mechanisms in sites; and supporting site planning and development.

A growing number of humanitarian INGOs and UN agencies are implementing programs targeting IDPs, host communities, and conflict-affected communities in Mueda. Despite efforts, there is a lack of information and coordination between all counter parts as well as difficulties for partners and authorities provide appropriate support to communities.

YOUR PROFILE

Education:

  • Master degree in relevant subject (development, international relations, etc.).
  • Formal training in information management is an advantage.

Experience:

  • At least two years of experience as program manager in humanitarian environments or similar position.
  • Experience in camp coordination & camp management, programming in camp settings, and/or communication with communities.
  • Excellent information management skills (information management strategy; data collection; design and roll-out of surveys; Kobo ToolBox).
  • Skills in humanitarian analysis and external representation.
  • Experience in capacity buildings of teams.
  • Experience in a hardship or conflict-affected setting.
  • Experience in Mozambique is an asset.

Technical skills and knowledge:

  • Knowledge about project cycle management, budget management, and monitoring tools.
  • A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines. Good problem-solving skills in day-to-day and crisis situations.
  • An ability to analyze information quickly and accurately.
  • Clear, effective verbal and written communication skills.
  • Confident and proficient in the use of MS Office, Excel, KoboToolBox.
  • Practice and good knowledge on mapping (Google Earth; Qgis) is an asset.
  • Extensive report writing skills in English and Portuguese.

Languages: Portuguese or Spanish and English are mandatory (daily communications with local authorities in Portuguese).

Other desirable qualities: Leadership and management; coordination with partners; planning and prioritization; flexibility; capacity to work under stress; solution-oriented; team player.

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded
