Context:

The Program “Integrated Responses on Migration from Central America” (IRM) funded by the United Stated Development Agency (USAID) is a five-year Program that will allow IOM to address gaps and challenges on sustainable reintegration and irregular migration in the region by improving integration or reintegration-related services at the individual, community and structural levels.

The overall objective is to reduce irregular migration from Central America, contributing to safe, orderly and regular migration. The activity’s geographic scope includes six countries of Central America: El Salvador, Guatemala, Honduras, Costa Rica, Panama, Belize, and Mexico.

Under the overall supervision of the Chiefs of Missions for El Salvador, Honduras and Guatemala, the Integrated Responses on Migration from Central America (IRM) Chief of Party (CoP)/Programme Manager (PM) and the direct supervision of the Senior Regional Programme Coordinator/Deputy Chief of Mission, the successful candidate will be responsible and accountable for the management, coordination and implementation of monitoring, reporting and evaluation activities related to the IRM Project Subregional Program in the six countries; as well as for the overall leadership and coordination of the monitoring, reporting and evaluation activities of the missions in El Salvador, Guatemala and Honduras.

Core Functions / Responsibilities:

  1. Effectively manage and coordinate IOM’s monitoring, reporting and evaluation activities in El Salvador, Guatemala, and Honduras to ensure comprehensive and detailed coverage of projects throughout all stages of the implementation and to provide relevant information for performance management and evaluation of the activities of the different programmes.

  2. Develop the Programme´s framework for Monitoring, Reporting and Evaluation, in coordination with programme management, ensuring that monitoring, reporting and evaluation arrangements comply with donor agreements and programme requirements.

  3. Review, monitor and adjust existing monitoring mechanisms and reporting documents including but not limited to project-level monitoring and evaluation (M&E) plans, data collection tools, and final evaluation reports and strengthen where necessary.

  4. In coordination with Project and Programme Managers, respective units, and Regional Project Development Officer, prepare and/or coordinate the preparation of concept notes and proposals for potential donors and funding opportunities.

  5. Develop new tools and systems, in coordination with the Senior Regional Programme Coordinator and donors, to provide for improved adherence to programme standards and better responsiveness to issues arising during implementation.

  6. Provide advice on the regular sharing of M&E findings with relevant stakeholders and ensure that monitoring data and findings from evaluations are discussed in the appropriate forums in a timely manner.

  7. Interact with donors on a regular basis, to promote the inclusion of evaluations and the use of their findings, share monitoring systems and results, and discuss and create avenues for improvement if necessary.

  8. Manage the process of identifying the key performance questions, indicators, and parameters for monitoring of program performance and achievements, and for preparing evaluations; analyse and assess monitoring reports, identify the causes of potential bottlenecks in project implementation and take corrective measures where necessary.

  9. Build and strengthen the capacity of the staff members of the M&E Units in El Salvador, Guatemala and Honduras through the recruitment and training of experienced staff, in coordination with the Resource Management Units.

  10. Develop and deliver M&E training and other capacity building tools targeted for the programme staff in coordination with the Regional M&E Officer.

  11. Prepare quarterly reporting on monitoring and evaluation activities, for inclusion in Programmes’ Quarterly Reports; ensure overall preparation and revision of reporting documents including but not limited to M&E activity plans and prepare, follow up and conduct (when needed) programmes’ final evaluations.

  12. Substantively contribute to the strategic planning of the Programme’s activities, including through the provision of project development support when needed.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Public Administration, Business Administration, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• Professional certification in Monitoring and Evaluation is an advantage.

Experience

• Substantial experience in the design and implementation of monitoring and evaluation plans in large-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;

• Proven experience with strategic planning approaches, M&E methods, and approaches, planning and implementation of M&E systems, information/data analysis and report writing;

• Previous work experience on similar programming;

• Experience managing staff from diverse environments and backgrounds and in UNDSS

phased security areas.

Skills

• Very good knowledge of programme management cycle;

• Computer skills and knowledge of relational databases, quantitative and qualitative data collection, analysis and visualization tools, including Microsoft applications, particularly Microsoft Excel and Power Bi, spreadsheets, word processing etc. are essential;

• Excellent communication, negotiation, and organizational skills; ability to prepare clear and concise reports;

• Proven analytical, planning and people management skills; and the ability to establish working relationships with governmental authorities, other national/international institutions, and NGOs;

• Good knowledge of project formulation, administration and evaluation techniques and practices;

• Sound judgment, ability to extract, interpret, analyse, and format data and resolve operational problem, ability to work with minimum of supervision;

• Ability to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have high sense of confidentiality, initiative, and good judgement;

• Personal commitment, efficiency, flexibility, drive for results, creative thinking.

Languages

IOM’s official languages are English, French, and Spanish.
