Proposal Summary:

The USAID/Tanzania Monitoring, Evaluation, Learning and Adapting (T-MELA) project will provide these services to the USAID/Tanzania Mission and its implementing partners. The work will include strengthening Mission staff’s ability to employ data to make strategic decisions, advancing Mission learning on youth development challenges via evaluations and assessments, developing the M&E and collaborating, learning and adapting capacity of Mission, implementing partner and Government of Tanzania staff and building the capacity of local M&E organizations.

Position Summary:

The Monitoring, Evaluation & Learning (MEL) Specialist will support the Senior Monitoring Officer in undertaking monitoring work under component 1 of the project. The position reports to the Senior Monitoring Officer. This is a long-term assignment based in Dar es Salaam.

Responsibilities:

  • Design and deliver training on performance monitoring topics
  • Lead data quality assessments according to standard USAID procedures
  • Support USAID technical teams in contextual or performance data gathering (quick phone surveys, key informant interviews, or other methods)
  • Analyze performance indicator data and create data visualizations using Excel
  • Coach USAID implementing partners on the development of strong Activity Monitoring, Evaluation, and Learning Plans; review draft plans and provide comments
  • Support the USAID Mission in using their Development Information Systems database to manage performance indicator data; provide coaching to implementing partners on how to upload data; pull data from the database, analyze it and create data visualizations
  • Other duties as necessary and appropriate to support the Mission’s monitoring efforts.

Qualifications:

  • Bachelor’s degree with a focus on research in a relevant field, such as social sciences, statistics, or planning required, master’s degree is preferred.
  • Minimum of five years of experience in project monitoring and evaluation, research, and survey implementation on donor-funded projects.
  • Working knowledge of monitoring and evaluation techniques including quantitative and qualitative data collection approaches and the development of monitoring and evaluation plans.
  • Demonstrated skills in data analysis and data visualization.
  • Effective oral and written communication skills in English.
  • Experience designing, adapting & applying M&E systems for USAID projects preferred.
