THE OPPORTUNITY

Plan International Philippines is looking for a Monitoring, Evaluation, Research, and Learning Manager who will support Plan International Philippines (PIP) to effectively manage and demonstrate the results of its programs and Influencing work that addresses the issues critical to children and youth especially girls and young women, their families and communities in the development and humanitarian contexts.

Further, as the Monitoring, Evaluation, Research, and Learning (MERL) Manager:

  • You will be responsible for the overall monitoring, evaluation, research, and learning initiatives as defined in the country’s programs and strategy.
  • You will support high-quality data collection, storage, analysis, and reporting on our program work across the organization.
  • You will ensure the consistent application of MERL in terms of standards, processes, and capacity.
  • You will coordinate quarterly and annual reporting processes and ensure quality data are available for reporting and sharing internally and externally.
  • You will serve as the country focal point for Safeguarding Children and Young People in all MERL initiatives.
  • Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities covered by Plan International.

DO YOU HAVE WHAT IT TAKES?

To be successful in this role you will need among other things:

  • Bachelor or post-graduate degree in statistics, data science, social research methods, or humanities/development studies. In absence of the degree, at least five (5) years of experience in MERL, in development, and in humanitarian organizations.
  • Good analytical skills, facilitation, and presentation skills.
  • Ability to train others, ability to provide technical guidance and support to others.
  • Ability to identify and plan work strategically and to work to deadlines.
  • Willingness to continually improve and upgrade technical knowledge.
  • Excellent interpersonal and communication skills.
  • Experience in INGO work is an advantage.
  • Applicants must be based in the Philippines and a Filipino national.
  • This role is primarily office based but will require fieldwork in various program areas.
