Chemonics International, a leading international organization based in Washington, D.C., seeks candidates for the anticipated USAID Liberia Foundational Skills Activity (FSA). The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards. The position is based in Monrovia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Provide overall support, advice, and oversight on program-level monitoring and evaluation and manage a Monitoring, Evaluation, Research, and Learning (MERL) system, including ensuring standardization across interventions in indicators, data collection, and reporting.
  • Perform routine activity monitoring and reporting, data analysis and use, and data quality assurance while ensuring adherence to USAD guidance and standards.
  • Lead all MERL activities, including evaluations and assessments of interventions that improve equitable access to primary school education.
  • Develop technical and operational metrics to monitor FSA progress and implementation of activities, set targets, and monitor progress through data collection, review, and analysis.
  • Supervise MERL staff and provide MERL-related support, training, mentoring, and coaching to staff, subcontractors, grantees, and other partners as needed.

Qualifications:

  • Bachelor’s degree required, advanced degree preferred.
  • Minimum of 7 years’ experience designing, monitoring, and evaluating programs. Experience in the education sector preferred.
  • Demonstrated experience and success in monitoring results and indicators of education quality, learning outcomes, access, retention, and community engagement.
  • Demonstrated experience developing MERL plans to monitor and evaluate outcomes, and to apply learning.
  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups.
  • Familiarity with ICT4D MEL tools and programs for data collection, analysis, and reporting, including PowerBI.
  • Experience working with USAID-funded projects.
  • Experience supervising staff and working in a diverse team environment.
  • Strong communication skills, both oral and written.
  • Excellent interpersonal and communications skills in English, both verbal and written
