This position is expected to support to the overall emergency response organized by HEKS/EPER in support of the Gaza Humanitarian crisis.

The M&E Officer will be expected to lead on M&E system design and implementation, evaluations, M&E budgeting, recruitment as well as support proposal writing and logframe development at national level. The post holder will be expected to mentor and/or capacity building existing country programme staff.

Monitoring & Evaluation (M&E) Officer (local position based in Jerusalem)

Your main responsibilities:

  • Lead design and planning of needs assessments, in coordination other external sector agencies where necessary, ensuring assessment findings are documented
  • Lead design and planning of beneficiary selection criteria in collaboration with technical staff
  • Lead development and analysis of HEKS/EPER programme baseline, mid and endline surveys
  • Work with HEKS/EPER Humanitarian Team in their development of sector log frames, plans, and monitoring and evaluation frameworks and plans. Contribute to development of programme plan/strategy and master budget
  • Lead development of Monitoring & Evaluation systems and their roll out
  • Support managerial staff to carry out monitoring and evaluation of project activities as agreed in Monitoring & Evaluation frameworks and plans and to strengthen
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere & CHS standards
  • Design, set up and lead on an accountability system and practices across all HEKS/EPER oPt implementation areas
  • Implement accountability mechanisms at field level, such as complaints response mechanisms working on community assessment, design, implementation, review etc.
  • Create and supervise mechanisms to ensure the accountability system is functioning appropriately
  • Identify learning and training opportunities for all program staff, develop a national M&E training plan and work as a mentor and role model for staff. Capacity build technical field staff in carrying out the work
  • Conduct training and awareness raising activities for operations and programme technical staff at field and country-office level regarding M&E priorities and quality standards
  • Ensure that HEKS/EPER work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums. This may involve taking the lead in coordination working groups. Participate in Interagency coordinated joint M&E activities where necessary
  • Proactively identify key data & evidence which could be used to inform advocacy efforts
  • Identify key areas of research to enhance the quality and impact of HEKS/EPER programmes. Support program/project managers in integrating research into existing projects. Seek out and engage research funding sources and partnerships
  • Establish and maintain google web-based databases for report information
  • Perform data quality checks to ensure that field data is reliable and accurate
  • Prepare and present summaries and analyses of data and analytical reports
  • Use GIS mapping for map production and geographic data management
  • Support project team and partners in extracting lessons learnt and good practices
  • Develop learning sharing mechanisms and manage information dissemination in a targeted and timely manner for knowledge development

To be successful you bring:

  • Master’s in social science/statistics with at least 5 years of development and humanitarian response project management experience
  • Experience in information management related activities is a must
  • 3-5 years of experience in undertaking M&E experience in humanitarian context
  • Previous first phase emergency response experience
  • Good knowledge in designing assessment and studies in humanitarian contexts
  • Excellent analytic skills in EXCEL, mapping in QGIS and KOBO experience
  • Demonstrated strong monitoring and evaluation skills, including planning/participating and accountability
  • Proven capacity to supervise (directly or indirectly), train and coach staff
  • Experience of supporting the preparation of successful funding proposals for donors
  • Keep strong coordination with other implementing agencies, donors and local governmental authorities at field level
  • Excellent analytical and conceptual skills
  • Fluency in written and spoken both English and Arabic
  • Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders (good prioritisation and time management skills)
  • Ability to ensure that internal and external stakeholders understand and duly follow HEKS/EPER’s procedures and guidelines
  • Excellent IT and computer skills
  • Diligent and trustworthy person with appropriate attention to details
  • Excellent team player and social capabilities
  • Willingness to accept frequent field missions
  • Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders
