Community Partners International (CPI) is a U.S. based nonprofit organization that works with local partner organization Green Hill to expand access to quality health services and generate the resources, local capacity & coordination necessary for partners and the people to meet their own health & community needs.

PRIMARY RESPONSIBILITIES

  • Steer the program monitoring & evaluation dept. in light of the GH-CPI’s strategic direction & vision.
  • Review and update project-specific indicators and GH-CPl’s core program indicators, monitoring & evaluation frameworks and plans periodically relevant to National Strategies, donor’s strategies and GH-CPI strategies together with the respective program team members.
  • Guide monitoring and evaluation strategies for existing and new programs.
  • Accumulate the learning from different functions/programs, compile and share across the organization and partners to contribute in organizational information management.
  • Strengthen health information system in terms of consuming information and communications technology and lead the way forward to health Strategies in line with National strategies for both GH-CPI and partners.
  • Provide technical support to ensure quality documentation and analysis throughout the organization and partners.
  • Development of dashboards and high-level strategies on showcasing achievements/ outcomes and programs.
  • Facilitate the process of designing and implementation of GH-CPI monitoring and evaluation system, policy tools, and processes.
  • Oversee data quality management and ensure data source, data collection, analysis and provision of required inputs to all project focal and responsible for timely report to respective projects.
  • Provide close mentoring to M&E team members for long run progress and coach the capabilities of human resources to optimize productivity, maximize team spirit and momentum to reach organization’s expected goal.

REGULAR RESPONSIBILITIES

M&E MANAGEMENT:

  • Plan and conduct regular monitoring visits with team members and perform training or routing Data Quality Assessment (RDQA).
  • Develop and update training curricula and handbooks, conduct training on such topics as presenting indicators, designing quality data collection and monitoring tools, standardizing information systems, creating parameter queries, etc.
  • Supervise team members on documentation and implementation of M&E activities which are in line with training curricula, practices and donor agreement, providing recommendations for changes as needed that are taken into account of the local context and mainstream emerging successful practices.
  • Facilitate designing and implementation of all kinds of evaluations and assessments as per the program needs.
  • Review/clearance of technical reports from GH-CPl’s teams, and provide feedback to team members to be able to deal with partners focusing on data quality and M&E performance.
  • Provide necessary assistance on utilizing electronic databases and manipulating database objects for accurate data collection, analysis, report and dissemination among stakeholders.
  • Regular monitoring visit to partner organizations and provide technical assistance to strengthen partners’ M&E system according to their requirements.
  • Ensure accurate and timely notification to senior management team members for technically sound decision making.
  • Conduct any other M&E tasks as necessary.

INFORMATION MANAGEMENT:

  • Facilitate the learning process throughout the organization as well as encourage staff to share their learning for creating an environment for learning and sharing.
  • Share learning across the organization and partners by compiling the learning shared as well as extracting learning from different documents like case stories, good practices, training, workshops, monitoring reports, researches, evaluations, assessments, etc.
  • Represent GH-CPI strongly at different forums, development debates, and other relevant occasions and actively contribute with the learning.
  • Develop an Information Management System and take necessary initiatives to enhance capacity and reporting protocol in collaboration with the respective program leads.
  • Provide weekly, monthly and quarterly reports in the form of a dashboard sharing project specific information.
  • Information support to prepare monthly/quarterly/annual monitoring reports for the program team and for the donors.
  • Compile Quarterly, Annual and Project Completion Reports for the projects and programs.

PARTNER SUPPORT & CAPACITY BUILDING:

  • Assess the M&E and IM capacity of GH-CPI team members & partners along with developing plans for M&E and IM capacity building activities.
  • Strengthen existing monitoring & evaluation and information management systems of CPl’s implementing partners and ensure the quality of data.
  • Assist in writing grant proposals and in developing indicators for the proposals.
  • Provide inputs for survey/research design, sampling and questionnaire development (if necessary).
  • Monitor the capabilities of team members and arrange the required support (both in house and outsourced training).

OPERATIONS & ADMINISTRATION:

  • Maintain regular contact with M&E focal persons from donor agencies, partner organizations and relevant govt. agencies as needed.
  • Involve in the development of the team’s work plan and cost estimation on a monthly basis and communicate closely with CPI program team members for required operations.

ESSENTIAL SKILLS

  • Master’s degree in Medical/Public Health/Research/Statistics or any other relevant field
  • At least five years of experience in implementing monitoring and evaluation systems as well as designing and maintaining a database.
  • Experience in managing and executing M&E activities for donor-funded projects, including experience in developing M&E capacity among staff and partners.
  • Experience utilizing and managing database and information management software.
  • Demonstrated experience in the design and implementation of qualitative and quantitative methodologies.
  • Experience coordinating with governments, ministries and/or local CSOs, as well as local communities, for the design and implementation of surveys and other data collection techniques.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Access).
  • Prefer proficiency in Statistical Software (SPSS and/or STATA and/or Epi Info).
  • Fluent communication skills in both writing and speaking English.
  • Proven good report writing skills, ability to present monitoring data and survey finding clearly.
  • Self-motivated and ability to work independently as well as being part of a team.
  • Able to cope up under stressful conditions.
  • Ability to quickly develop a strong understanding of the local cultural and political context.
  • Able to motivate others and work successfully within these contexts.
  • Good communication skill and ability to present findings, learning and best practices internally and externally.

Salary Range: 110,000 – 120,000 BDT
