Organizational Context and Scope:
IOM, UN Migration Agency in Port Sudan, Sudan is looking for a Monitoring Evaluation & Learning Officer who will be responsible for the management and coordination of MEL activities, and the provision of support for the smooth implementation and evaluation of the mission’s projects, as per the mission’s strategic frameworks.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Economics, Demography, International Development/Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
- An advanced certificate or equivalent in Monitoring and Evaluation, Results-based Management, Statistics or similar specialization would be an advantage.
Experience
- Proven experience in management, monitoring and evaluation of complex humanitarian, development and/or peacebuilding interventions, including design, planning, management, implementation of evaluations and M&E strategies, and using data and learning to inform programme adaptation and redesign of especially humanitarian and migration-related activities;
- Experience in project development and capacity-building activities;
- Experience in budget monitoring, report writing, and liaisoning with project counterparts, governmental authorities, donors, implementing partners, and national/international institutions;
- Experience working in fast-paced and complex humanitarian contexts an asset;
- Experience in organizing consultations, workshops and seminars with high level stakeholders;
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming and institutional requirements.

- Proven writing and research skills;
- Excellent communication and analytical skills;
- Proven ability to work in a team and coordinate workflows;
- Proven ability to work with counterparts at different levels to advance the organizations’ agenda;
- Proficiency with data management, analysis platforms and programs such as KoBo Toolbox, PowerBI, SPSS, qualitative programs, etc;
- Knowledge of MEL processes and systems; and,
- MS Office is a must and advanced statistical skills an advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language(Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
