The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for implementing IRI’s program strategy in the Northern Triangle—particularly in El Salvador. S/he develops program ideas, contributes to proposals designing on a range of democracy and assistance programs, provides data collection, monitoring, evaluation and analytical support in the field office. The MEL Officer supports the field staff in meeting MEL requirements, coordinates closely with the MEL department in HQ and funders to ensure the achievement of program objectives and timely delivery of reports.

Position Requirements:

· Based in El Salvador

· Strong written and oral communication and presentation skills in both English and Spanish.

· Demonstrates understanding of the program theory-based approach to program design, monitoring and evaluation.

· Demonstrated experience with common MEL elements of projects including but not limited to: logical frameworks, performance monitoring plans and indicator matrices.

· Demonstrated experience with quantitative and qualitative data collection and analysis methods.

· Experience working with US Government funded projects and familiarity with USG regulations and processes preferred.

· Strong analytical and organizational skills, execution of tasks, and attention to detail required.

· Ability to manage multiple activities and to meet deadlines required.

· Ability to work independently and as a member of a team, coordinate and effectively meet program goals.

· Proficiency with Microsoft Office Suite.

· Experience working on democracy and governance projects strongly preferred.

Primary Functions & Responsibilities:

· Supports IRI field office staff in carrying out effective monitoring and evaluation analysis of ongoing programming. This may include but is not limited to: planning for data collection, preparing and piloting data collection tools, collecting data, storing and maintaining data, cleaning and analyzing data and providing MEL capacity building/training support to colleagues as requested.

· Ensure field office compliance with IRIs MEL techniques and requirements, including fulfillment of MEL plans, indicator matrices, data harvesting and storage.

· Supports field office in developing concepts, proposals, and budgets.

· Supports the field team and HQ team in drafting quarterly and semiannual progress reports.

· Supports IRI field office in implementing their learning strategies, including collaboration, learning and adaptation initiatives, after action reviews and reflection sessions, to ensure that data is both reported and used to improve IRI’s program.

· Provides training on MEL requirements to program partners as needed.

· Liaises with headquarters staff to support Data Quality Assessments, those led by IRI and the funder.

· Performs any other tasks as required by supervisor.
