The purpose of the Monitoring, Evaluation, and Learning (MEL) Officer role is to provide MEL support for IMPL. PROJECT’s portfolio of activities across the Philippines. The MEL Officer will work closely with IMPL. PROJECT leadership to develop MEL systems and tools to support ongoing and new programs; support data collection, maintenance, and analysis efforts in target communities; and draft deliverables for program reporting. The MEL Officer efforts will be supported by IMPL. PROJECT Philippines field staff – including MEL Assistant(s) when available via project funding.
The MEL Officer will report directly to the IMPL. PROJECT Philippines Executive Director. They will work remotely but will be required to travel to field offices and programming locations, including Zambales, northern Luzon, Mindanao, and Sulu, to complete position responsibilities. It is preferred that the selected candidate be based in one of the aforementioned locations.
Responsibilities:
· Develop and finalize project MEL Plans;
· Manage and report on the implementation of MEL Plans;
· Develop and maintain monitoring and evaluation tools;
· Train and support field staff with MEL tasks and community surveying;
· Lead in conducting key informant interviews and focus group discussions in close collaboration with IMPL. PROJECT leadership and team;
· Review and contribute to project reporting;
· Facilitate the statistical analysis of community data;
· Contribute to the development of programming strategies and approaches;
· Perform other relevant duties as assigned.
Qualifications:
· College degree in the field of social science, development communication, public administration, economics, statistics, or a related field.
· 5 years of experience with MEL, database management, quantitative and qualitative research, and technical report writing.
· Experience with data collections tools such as SurveyCTO is highly preferred.
· A demonstrated understanding and experience with USAID, or other major donor agencies, and MEL standards and systems.
· Fluency in English and Tagalog.
· Proficiency in Microsoft Office, especially Word and Excel and Google Suite.
· Ability to travel throughout the Philippines.
Desired Qualifications:
· Knowledge and working experience with relevant technical fields such as: perception surveying, community cooperatives, natural resource management, countering violent extremism, and/or democracy and governance.
· Experience working in the remote communities within the Philippines.
· Experience working with US government donors such as the US Department of State and the US Agency for International Development (USAID).

IMPL. PROJECT is a United States based non-profit, non-governmental organization created with the objective of using precise local data to create more effective programs for underserved communities. We focus on microdata: discrete, observable indicators which describe how local communities’ function. We use these data sets to create evidence-based understanding of the community and implement programs resulting in measurable and sustainable outcomes. IMPL. PROJECT has worked in countries in Africa, Asia, Europe, and Eurasia.
IMPL. PROJECT has operated in the Philippines for more than seven years. Our data driven programming efforts have included projects that counter violent extremism, support livelihoods, establish community cooperatives, and protect natural resources and the environment. Our programs have been funded by domestic and foreign governments, international foundations, private sector clients, and private donors.
IMPL. PROJECT’s current program portfolio includes multiple grants supporting livelihoods of fisherfolk in coastal communities and at-risk communities in and around Marawi City. IMPL. PROJECT is also implementing a multi-media program designed to raise awareness on challenges and opportunities for fishing communities operating in the South China Sea. Finally, IMPL. PROJECT regularly collects data on community perceptions and needs throughout key communities in the Philippines.
