Job context

With its relatively young population, in addition to the changes in the job market occurring due to the green transformation process in North Africa, more and more young people each year need to find a sustainable living.

As a response to this Hivos MENA has developed and currently running two programs that aims to contribute to the creation of more economic opportunities for more than 19,000 young women and men between the ages of 15 and 35 years in North Africa within the Green Economy.

Our vision is to empower young men and women to find a decent job in the Green Economy which Hivos defines as future proof. Such economies are anticipated to continue growing and will require young people to have a new skill set that is not tackled within the traditional education systems. In order to ensure that economic inclusion of youth is included in this transformation process in North Africa and that there is an adequate value chain supporting their growth, Hivos also aims to stimulate the formation of innovation clusters that are feeding these economies with viable business solutions and is inclusive of youth.

To this end, The Challenge Fund for a Just Transition (CFJT) and the GreenWorks Alliance (GW) Programs aim to create more than 19,000 decent jobs for youth in the green economy. We specifically look to identify and support Small and Growing Businesses (SGBs) that can act as catalysts for green value chain micro clusters. By rapidly scaling such ‘champion’ SGBs, the CFJT and GW also scale the clusters of micro-suppliers & distributors, and micro-business clients around the SGB which will lead to the creation of new jobs, improve conditions of existing ones and connect unemployed youth with job opportunities.

The CFJT and GW are the continuation of previous programmes Hivos has been implementing in North Africa over the past five years: Mideast Creatives from 2014 to 2016, Co-Working for Sustainable Employment from 2016 to 2018 and Boosting Bottom-Up Societal Transformation (BOOST) in 2019. This collective endeavour has successfully supported more than 25 collaborative spaces in Algeria, Egypt, Libya, and Tunisia, and has helped to create more than 200 new businesses, scale more than 100 others and create more than 5,000 new job opportunities.

Your responsibilities

The core responsibility of the MEL Officer is tasked with ensuring that the CFJT and the GW programs are (1) properly reporting their target indicators for the donors, (2) actively adjusting and implementing the programs’ learning components and (3) utilizing the outcomes of the M&E and learning activities in the development of a capacity building program for the partners. Accordingly the Impact Lead’s core responsibilities are:

1. Ensuring that the GW and CFJT programs maintain a proper and efficient planning, monitoring and evaluation systems

2. Developing of a collective learning program based on the GW’s and CFJT’s Learning Agenda

3. Leading the Design and Delivery of the partners’ capacity building component

4. Designing Job Decency Metrics for each selected SGBs to be supported through the program

5. Leading the M&E support and training programs of local implementing partners

6. Owning the annual evaluation process for both programs from inception to contracting external evaluation third parties

Specific Tasks would include:

· Develop tools and systems, such as M&E tools, guidelines and other reference documents for M&E to ensure harmonized data collection systems.

· Provide continuous support to the GW and CFJT teams and alliance partners on how to plan, monitor & evaluate properly

· Work with partners to review and monitor project-based M&E plans to track results or fill identified gaps in current M&E plans and outputs.

· Conduct data verification and quality control exercises in project countries, and lead on improvement of data quality.

· Oversee the Learning component, through developing the learning questions and agenda and building and leading a process of continuous re-evaluation, re-energizing, re-thinking, re-tooling and re-shaping the strategies being used

· Coordination of the production and dissemination of high quality learning products in coordination with the communications officer.

· Lead the development of the capacity building component which includes the organization of events, gatherings, meetups, trainings and circulation of relevant opportunities for the partners.

· Ensure the proper reporting of program’s technical indicators and its relevance to Hivos’ strategic compass.

· Supporting the communication officer with relevant insights that comes out of the ME &L activities.

· Assisting the Program Manager in Business Development initiatives through background information and design research whenever applicable.

· Being a contributing member of the Hivos M&E Working Group

· Provide some M&E support to another small project on a quarterly basis.

· Other tasks as requested by line manager as required.

Your profile

· You have a Master’s degree in a relevant field (e.g.: development, research, social science, statistics).

· You have a minimum of 3-4 years of active M&E experience in an (international) non-governmental organization (NGO) or relevant environment.

· You have demonstrated knowledge of quantitative and qualitative M&E systems and tools.

· You have experience conducting interviews and focus group discussions with a variety of stakeholders.

· You have experience in data analysis and assessments.

· You are multi-tasker, well-organized, flexible, independent, decisive and energetic, with an entrepreneurial spirit and working attitude.

· You have excellent communication and social interaction skills, and fluent in both written and spoken English and Arabic. French is a plus.

· You are able to travel to project sites as requested.

Specific Employment Conditions for this vacancy

Until the conclusion of Hivos’ registration as a foreign NGO in Tunisia, this position will be hosted at Al Bawsala, a Tunisian non-profit association, whose principal place of business is at 4, Rue Apollo XI, Cité Mahrajène Belvédère, Tunis 1082. A local contract will be offered to the employee under Al Bawsala and accordingly, employment conditions of Al Bawsala will apply for this vacancy.

Upon the conclusion of Hivos’ registration in Tunis (and based on the employee’s performance) Hivos intends to transfer the employee’s local contract under Hivos’ umbrella where Hivos’ Tunis Office employment conditions will apply.

The MENA program of Hivos contributes to political, societal and economic processes that aim at societal transformation to pluralist and democratic societies with respect for human rights and equal opportunities for all citizens. It collaborates citizen activists, creative entrepreneurs, co-working spaces and alternative financial mechanisms such as crowd funding and investments.
