The Program

The Vanuatu Education Support Program Phase II (VESP II) is funded by the Australian Government’s aid program and implemented in cooperation with the Government of Vanuatu. The program includes two components:

  1. Targeted support to Ministry of Education and Training (MoET) to implement the Vanuatu Education and Training Sector Strategy (VETSS); and
  2. Provision of the Australia Awards Vanuatu Scholarships and professional development and networking opportunities for alumni.

VESP II was designed to align with MoET’s draft Corporate Plan (2018-20) and the NSDP. Specifically, VESP Phase II was designed to support MoET’s contribution to NSDP Pillar 1 (quality education and social inclusion) and Pillar 3 (stable and equitable growth). In addition, VESP II aligned with MoET’s Inclusive Education Policy and will support GoV’s contribution to the Sustainable Development Goals (SDGs) – Goal 4 (ensure inclusive and quality education for all and lifelong learning) and Goal 10 (reduce inequality within and among countries).

The Position

The Monitoring, Evaluation and Reporting Adviser will lead the VESP II monitoring, reporting and evaluation of VESP supported activities, as well as providing critical support in the drafting of program Annual Plans. The adviser will also ensure that VESP II M&E systems are aligned to MoET’s systems.

The Adviser will work closely with the VESP II M&E officer to ensure that all monitoring and evaluation information is up to date, accessible, reliable and conforms with DFAT, Tetra Tech International Development and MoET’s M&E Standards. As the Program is fully aligned to MoET strategic plans, the Adviser will have a critical role coordinating the monitoring, reporting and evaluation of the VESP II supported activities with MoET’s M&E team.

The Person

We are seeking someone with previous experience in a similar role in other internally funded education programs, with the ability to build and manage relationships with key stakeholders. The ideal candidate will be a hardworking, innovative Monitoring, Evaluation and Reporting Adviser, who can engage and motivate colleagues. Experience working in Vanuatu or other Pacific countries is an advantage.

The Ideal candidate will also possess the following:

  • A tertiary qualification in education, economics, international development or related field
  • Experience in quantitative and qualitative research methodology.
  • Experience in strengthening partner government M&E systems capacity.
  • Knowledge of DFAT’s development programs practices, principles and guidelines.
  • Advanced interpersonal and verbal and writing skills, including the ability to prepare reports that are timely, succinct and address issues appropriately for the audience.
  • Familiarity with Australian government funded aid programs is an advantage
