The Program

The Vanuatu Education Support Program Phase II (VESP II) is funded by the Australian Government’s aid program and implemented in cooperation with the Government of Vanuatu. The program includes two components:

a) Targeted support to Ministry of Education and Training (MoET) to implement the Vanuatu Education and Training Sector Strategy (VETSS); and

b) Provision of the Australia Awards Vanuatu Scholarships and professional development and networking opportunities for alumni.

VESP II was designed to align with MoET’s draft Corporate Plan (2018-20) and the NSDP. Specifically, VESP Phase II was designed to support MoET’s contribution to NSDP Pillar 1 (quality education and social inclusion) and Pillar 3 (stable and equitable growth). In addition, VESP II aligned with MoET’s Inclusive Education Policy and will support GoV’s contribution to the Sustainable Development Goals (SDGs) – Goal 4 (ensure inclusive and quality education for all and lifelong learning) and Goal 10 (reduce inequality within and among countries).

The Position

The Monitoring, Evaluation and Reporting Adviser will lead the VESP II the monitoring, evaluation and reporting of VESP supported activities. The Adviser will also provide critical support to the Team Leader and Deputy Team Leader in the drafting of program Annual Plans.

The Adviser will also work closely with the full time VESP II M&E officer to guide their work and ensure that all monitoring and evaluation information conforms with DFAT and Tetra Tech international Development M&E Standards.

The Adviser will also develop and establish close working relations with the Ministry’s monitoring and evaluation team, inside the Directorate of Policy and Planning. The goal is to ensure that VESP’s monitoring, evaluation and reporting complies with the Government of Vanuatu requirements, especially alignment to MoET’s 5 years corporate plan and the Vanuatu Education and Training Sector Strategy.

Other key responsibilities of this role include:

  • Managing and supporting activity coordinators and managers in the overall monitoring and evaluation of VESP’s support activities;
  • Coordinating and drafting of quarter and annual progress reports;
  • Coordinating and drafting of context analysis reports;
  • Drafting and updating VESP’s Monitoring, Evaluation and Learning?? (MELF) plan;
  • Supporting and advising activity coordinators and managers in the design and implementation of research activities.

The Person

The ideal candidate is an engaged collaborator, who fosters a culture of open communication and welcomes feedback to deliver the best outcome. It is important the Adviser develops and maintains strong relationships with key stakeholders. We are looking for someone who has previous experience in a similar role in other internally funded education programs. The right candidate will be an excellent communicator (interpersonal, written and verbal) and has proven experience:

  • Designing and implementing rapid assessment interventions in education is an advantage
  • In quantitative and qualitative research methodology
  • Strengthening partner government M&E systems capacity
  • Delivering high quality reports that are timely, succinct and address issues appropriately for the audience

The successful candidate in this role will be tertiary qualified in education, economics or a related field. The Monitoring, Evaluation and Reporting Adviser will be fluent in the English language, with the ability to prepare high quality reports.
