Position Overview

PADF seeks a monitoring, evaluation, and learning (MEL) specialist for an anticipated United States Agency for International Development (USAID)-funded, 5-year program to enhance public sector transparency and accountability. The San Salvador-based Monitoring, Evaluation and Learning (MEL) Advisor will work with the project’s COP, key team members, and local, national and international partners to carry out program MEL activities, including developing the monitoring and evaluation (M&E) framework, tools, and indicators, and ensuring that all MEL activities are implemented in line with the work plan and in accordance with PADF and USAID El Salvador requirements. The position will report to the project Chief of Party and is contingent on funding. The anticipated start date is March 2023.

Essential Duties and Responsibilities

  • Ensure staff and partner knowledge of and familiarity with MEL and knowledge management systems
  • Advise program team on systems for data flow, management, and visualization, using appropriate technology and partners
  • Lead planning of and/or conduct research, assessment, analytic, monitoring, and reporting activities
  • Design or adapt data collection tools and methodologies, M&E workflow, data quality assessment, database and protocols, and measurement frameworks
  • Collaborate with key personnel to align MEL strategies with annual workplans
  • Oversee the integration of collaborating, learning, and adapting (CLA) principles across activities
  • Ensure the inclusion, tracking, and reporting of gender, disability, and conflict sensitive measures in line with USAID requirements and best practice
  • Provide capacity building and support staff in data collection, monitoring, and reviewing activities linked to program learning priorities and provide recommendation for revisions or changes.
  • Ensure MEL collaboration with USAID and those activities are in line with regulations and requirements
  • Coordinate with third party program evaluators

Required Qualifications:

  • Seven (7) years of progressively responsible professional experience with a bachelor’s degree or five (5) years of progressively responsible professional experience with a master’s degree in a relevant subject including statistics, data sciences, economics, business administration or similar
  • Demonstrated MEL experience with development projects, USAID-funded projects preferred, specifically with MEL reporting, collection and reporting on gender-specific matrices, and close out
  • Experience in LAC required—preferably in El Salvador
  • Demonstrated knowledge, skills, and experience in qualitative and quantitative studies, sampling, interviewing, and analysis
  • Knowledge of USAID guidance and best practices in MEL and CLA
  • Strong oral and written communication skills
  • Professional fluency in written and spoken English and Spanish is required.
