The Monitoring, Evaluation and Learning (MEAL) Specialist is responsible for developing and maintaining MEAL systems to track information and the impact of CARE’s humanitarian response to Ukrainian refugees in Poland. The incumbent is expected to support the development and management of data systems in line with global CARE MEAL systems with those of clusters’ requirements, produce reports from data captured by the database such as infographics, for use by different stakeholders. The incumbent is expected to build the capacity of M&E staff on management and utilization of databases and ensure that these databases are fully functional and accessible to the senior management team, and support qualitative gender assessments and reporting.

She will support staff in their efforts to provide quality and compliant reports on their activities to CARE and donors. The MEAL Specialist will work closely with other program staff to ensure access to accurate and reliable project information. She/He will work under the direct supervision of the Deputy Team Leader, and in close collaboration with other program and partners staff.

Responsibilities:

  • Establishing adequate MEAL systems and evaluation processes
  • Developing and strengthening the capacity and knowledge of MEAL staff
  • Identify and deliver any appropriate immediate support activities required by staff at different levels
  • Document and share outputs and lessons learned
  • Carry out any other duties assigned by the supervisor.

Qualifications:

  • Minimum of a Bachelor’s degree in statistics, mathematics or social science
  • Minimum of 4 years of experience in monitoring and evaluation, particularly in capacity building of MEAL staff, developing databases, assessment tools, and M&E frameworks in the humanitarian context.
  • Proficiency in the application of KoBo ToolBox expected
  • Discretion and sound reasoning in dealing with sensitive matters; ability to independently solve complex and challenging problems.
  • Proven experience and highly developed skills in MEAL system advisory at the country or program level.
  • Experience in developing infographics esp. PowerBi, including humanitarian maps
  • Knowledge of CARE policies and procedures, Sphere, and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
  • Creative skills, with the ability to mentor staff
  • 5 – 7 years of humanitarian aid experience.
  • Fluent in spoken and written English required
