The India Forest-PLUS 3.0 Activity, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech is currently accepting expressions of interest for a Monitoring, Evaluation and Learning (MEL) Specialist. This position will be located in the main Forest-PLUS 3.0 office in New Delhi, India.

Forest-PLUS 3.0 is a three-year program of USAID that will be implemented by Tetra Tech in India from Dec 2023 to Dec 2026. The purpose of the program is to provide technical assistance that supports the Government of India to strengthen sustainable, inclusive and data-driven management of forest landscapes. Forest-PLUS 3.0 will build on, scale up, and institutionalize at a national level the solutions developed and piloted by Forest-PLUS 2.0, which was implemented from Dec 2018 to Dec 2023, to support India’s forest-based climate mitigation commitments by: (1) improving the sustainable management and eco-restoration of forest landscapes through technological innovations; and (2) strengthening the institutional and enabling environment for inclusive and resilient forest ecosystems.

Position Description/Summary:

The Monitoring, Evaluation and Learning (MEL) Specialist will develop and implement monitoring and evaluation systems consistent with the Forest-PLUS 3.0 MEL Plan. The MEL Specialist is also expected to ensure that data generated from activities and interventions are reliably and accurately collected in a timely manner. The MEL Specialist will provide on-site monitoring, oversight, and accountability of program activities and will provide mentoring and training assistance / services to program staff and third-party data collectors.

Responsibilities:

*Design a monitoring, evaluation and learning (MEL) system based on the approved MEL plan with support from Tetra Tech Home Office MEL specialist.

*Review and develop annual revisions of the MEL Plan as needed.

*Lead the process of developing and reviewing annually Forest-PLUS 3.0’s Theory of Change

Conceptualize the data collection process, design data collection instruments, carry out secondary data quality control, and analyze data including disaggregated data on social groups.

*Develop standardized data collection tools for all performance indicators of the program in consultation with the technical team and relevant stakeholders.

*Train all staff and partners who are responsible for data collection and provide ongoing support and guidance to follow MEL systems and procedures and collect high-quality data.

*Conduct regular field visits to participate in program activities and interact with program partners, beneficiaries to gather relevant feedback for learning and adaptive management.

*Ensure that data from field-based activities, grantees, sub-contractors and secondary data are input into an established project database in a timely, effective and efficient process, and are accurate, correct and reliable.

*Verify program results with supporting documentation, photographs, and success stories (with direct quotes from program beneficiaries).

*Participate in the development of the overall program strategy and the preparation of annual work plans, quarterly reports, annual reports and other technical reports.

*Prepare quarterly and annual progress reports on progress against the MEL Plan

As required, participate in client-directed data quality assessment (DQA) and preparation of report(s).

Qualifications:

*Master’s degree in a relevant field, such as natural resource management (NRM), rural development, international development, statistics, public policy, demographics, or other related discipline and 8 years of relevant work experience.

*Minimum of 6 years’ relevant professional experience in an international or national development organization, preferably for a USAID contract.

*Strong communication and interpersonal skills, ability to work with all levels and functions within the organization and program.

*Requires an ability to work independently and as part of a team.

*Familiarity with various MEL approaches to data analytics, data visualization, and data use Intermediate or advanced skills in Microsoft Office and / or Google Suite.

*Highly organized individual able to pay close attention to detail.

*Self-driven, proactive, with ability to get work done with minimal day-to-day supervision.

*Demonstrated ability to meet deadlines and effectively manage several major activities simultaneously.

*Good understanding of the use of information technology in natural resources management sector.

*Must be willing to travel across to the program states and other places as required.

*Proficiency in English and Hindi required.
