1. BACKGROUND

International Sustainability and Development Yönetim Danışmanlık Hizmetleri ve Ticaret Limited Şirketi (hereinafter “ISD”) is seeking a MEL Officer to join our team. ISD is an international development company that promotes meaningful change around the world to help people live healthier, more productive, and more independent lives.

2. POSITION DESCRIPTION

The role of the Monitoring, Evaluation, and Learning (MEL) Officer will be part of the MEL team and will provide support and oversight on the project-level monitoring, evaluation and learning to the Manahel implemented activities. This will include but will not be limited to progressively following up with partners on MEL plans, progress towards anticipated results, reviewing data collection tools and reports, document project activities. S/he will work with different stakeholders to ensure a results-oriented monitoring and evaluation approach is in place.

The MEL Officer will adhere to and act in accordance with Chemonics’ and ISD’s professional code of ethics, “Living Our Values,” and will make the principles of the code a part of the program’s culture and operating procedures. S/he will uphold Manahel’s safeguarding standards at all times and will promote a safeguarding culture among partners, beneficiaries, and staff. S/he will also foster and maintain good relationships with potential and actual grantees, will disclose any affiliations that could be perceived as a conflict of interest, and will maintain confidentiality regarding program activities.

3. DETAILED RESPONSIBLITIES

  • Support the MEL Manager in the development and monitoring of the project’s and the partners’ MEL plans
  • Develop and deploy data collection tools for partners’ MEL staff and Manahel monitors to collect data and report against the project logical framework.
  • Communicate on daily basis with the partners MEL staff to follow-up on MEL plans and planned MEL activities.
  • Reviews grantees’ monthly MEL reports before sharing with MEL manager for final approval
  • Coordinate with partners’ MEL team to ensure data received is clean, accurate and reflect project outcomes.
  • Assist in the analyzes of collected data to contribute to management decision-making and reporting on project indicators.
  • Prepares drafts of relevant sections of donor contractual reports, for MEL Manager’s review
  • Organize, archive and maintain complete and accurate monitoring and evaluation files, including MEL data in grant files using the ISD grants file checklist
  • Communicate with Manahel’s field monitoring officers to ensure proper monitoring of the activities.
  • Conduct an initial review of field monitoring officers reports and provide feedback
  • Any other responsibility related to MEL, required by the nature of this role, and approved by the supervisor.

4. PERIOD OF PERFORMANCE

The assignment is long-term through the life of the programme.

5. LOCATION OF THE ASSIGNMENT

The assignment will be conducted in Gaziantep with intermittent travel.

6. QUALIFICATIONS

  • At least 4 years of experience in designing and utilizing tools for data collection, monitoring, evaluation, and reporting of donor-funded projects
  • Experience in data analysis and reporting
  • Bachelors’ degree in social sciences or related field
  • Knowledge and understanding of Syria context, conflict and security situation in Syria, previous experience in Syria strongly preferred.
  • Experience with Microsoft Office applications, especially Excel (power query), and experience with statistical packages such as SPSS preferred.
  • Working knowledge of data collection tools (kobo collect is preferred)
  • Excellent communication, and writing/reporting skills.
  • Team player with the ability to also work independently.
  • Fluency in Arabic, with strong speaking and writing skills in English.

7. SUPERVISION AND REPORTING

The MEL Officer will report to the MEL Manager
