Job Overview/Summary: As part of IRC’s Strategy 100, IRC’s Resettlement, Asylum, and Integration Programs Department will continue and expand on its commitment to delivering impactful programs and services, focusing on raising program quality through giving clients greater influence over program design and delivery, better-using research and other evidence, powering decisions with data, and more agile and impactful, outcomes-focused program design. This position will support these commitments and the IRC’s Data, Research & Evidence Ambition Objectives byleading the monitoring and evaluation of multi-office projects, supporting the collection and use of client feedback data, and supporting M&E capacity building.

Major Responsibilities:

Responsibilities include but are not limited to:

  • Leading the monitoring & evaluation of an existing multi-office National Resource Center (NRC) project for Refugee, Immigrant, and Migrant (RIM) communities in the United States. Which includes:
    • Leading the monitoring and evaluation of NRC-RIM general health promotion initiatives in partnership with Afghan communities.
    • Leading the monitoring and evaluation of NRC-RIM general health promotion initiatives in partnership with Ukrainian communities.
  • Collaborating closely with the Project Manager to review outcomes and outputs and ensure project goals are on target.
  • Analyze data and provide regular written qualitative and quantitative reports to the IRC leadership and the project funder, using graphics and tables to illustrate key points.
  • Support M&E capacity building with IRC offices connected to the project, including the capacity to collect, analyze and use client feedback data, through thought leadership into global tools and resources, training, and technical support.
  • Leading or supporting other evaluation, research, and M&E capacity building as opportunities arise.

Key Working Relationships:

This position is based in RAI’s Research, Analysis, and Learning Unit and reports to the Sr. Monitoring, Evaluation, and Learning Officer. The MEL Officer will work in close collaboration with other members of the RAL and NRC-RIM project team, and with program offices.

Job Requirements:

Education: A University degree in a relevant discipline (preferably in Social Sciences, Data Science, or a related field) preferred.

Work Experience: At least 3 years developing and implementing M&E plans; coordinating and/or conducting project evaluations, conducting qualitative and both descriptive and inferential quantitative data analysis. Experience conducting evaluations of programs for refugee or displaced populations.

Skills and Competencies:

  • Ability to plan and conduct mixed method project impact, outcome and process evaluations and define sampling strategies.
  • Project management skills.
  • Ability to develop both quantitative and qualitative data collection tools.
  • Experience developing client feedback mechanisms and tools.
  • Understanding of data equity principles.
  • Strong quantitative and qualitative data analysis skills.
  • Capacity with SPSS, Stata, R or similar software.
  • Experience with qualitative data analysis software.
  • Advanced knowledge of Microsoft Office Word, PowerPoint and Excel. Ability to set up mobile data collection systems a plus.
  • Ability to effectively communicate results, including with data visualization.
  • Proficiency in 1 or more language(s) spoken by clients preferred (Arabic, Kiswahili, Dari, Farsi, Pashto, French, Kinyarwanda, Ukrainian).
  • Strong attention to detail (excellent proofreading and editing skills).
  • Ability to work flexibly both independently and as part of a team.
  • Excellent communication skills, both verbal and written, with fluency in English.
  • Ability to handle multiple priorities and deadlines.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above-outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
