The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, emergency preparedness and response and governance in Fiji. The Facility also supports the Australia Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion, climate change and disaster risk reduction, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The five-year, AUD 20 million Fiji Health Program (FHP) supports healthcare in Fiji through a mix of:

  1. advisers to the Ministry of Health and Medical Services (MHMS) to help enhance or develop initiatives, systems and processes;
  2. the purchase of equipment and key supplies;
  3. training support;
  4. MHMS-led initiatives and innovations; and
  5. CSO Grants.

The Health Program is designed to support MHMS achieve the goals and objectives in its Strategic Plan and Annual Operational Plans and to remain flexible and responsive to emerging priorities and needs of the health sector.

The Position

The MEL Specialist will take a leading role assessing FHP’s performance, providing decision-makers with the information they need, when they need it. The position will maintain the Health Program’s results framework, get into the field for monitoring visits, collect a range of evidence, and evaluate the performance of various aspects of the Program. This role will convene talanoas involving Health Program, DFAT and MHMS staff and other stakeholders to talk about results and how FHP can improve its performance. They will also lead FHP’s reporting to the Australian Department of Foreign Affairs and Trade (DFAT), writing clear, concise reports on our development results.

As a member of the broader Facility MEL team, the Specialist will contribute to the Facility’s broader MEL approach through advice on MEL tools, processes and guidance.

The Person

The candidate will have 10-15 years’ experience managing the development and use of MEL systems. They will be able to facilitate complex MEL processes, including evaluations and reflective processes. They will also be able to interpret both qualitative and quantitative data.

The ideal candidate will be able to manage a wide range of relationships with the Fiji government, DFAT and other stakeholders. They will have the expertise to present performance information to senior managers, including through drafting clear reports and case studies that meet our stakeholders’ needs. The candidate will have good communication skills, advocating effectively and communicating sensitively across FHP’s different constituencies.

They will understand principles of Gender Equality, Disability and Social Inclusion (GEDSI) and safeguarding standards including Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) and Child Protection and how they are applied to MEL.

High performers with experience and skills in other areas will also be considered.

This position is locally engaged and reserved for Fiji nationals and Pacific Islanders. The annual salary will be between FJD 100, 000 and FJD 140,000 depending on the successful candidate’s skills and experience.
