The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of the MEL Coordinator role is to lead monitoring, evaluation and learning components of the programme at the Area Office. They will implement the MEL system, including providing technical support and building staff capacity to promote evidence-based decision-making, promoting programme and project performance, and learning at the area level. They will lead in outcome and learning planning, tracking and reporting, documentation of project progress and change realised through routine monitoring and project implementation following established guidelines, as well as conducting data quality assessment, audits and verification of project data in the area office.

Generic responsibilities:

  • Responsible for implementing MEL systems, including MEL SOPs, guidance and tools in the area office.

  • Advise area-level management on MEL solutions/options on data collection, data use, data management, quality programming, learning and evidence-based programming.

  • Participate in programme design and proposal discussions and advise on indicators for log frame design and budgeting for MEL.

  • Support programme or MEL staff in planning for and executing MEL, including data collection methodology and tools and data management, analysis and use.

  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.

  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.

  • Capacity building and training of programme staff on MEL technical and conceptual areas.

  • Lead the development of the project MEL tools, checklists, and data quality checklists, including producing quality reports

    Specific responsibilities:

  • These responsibilities shall be adapted to the particularities of the context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever the context changes significantly/ when deemed necessary.

  • Responsible for recruiting qualified field MEL staff and data collectors and ensuring they are maintained and trained.

  • Participate in project proposal development and provide inputs on project target setting and logical framework development.

  • Lead the implementation and rollout of MEL Activities, Standard Operating Procedures (SOPs), systems and procedures for Information Management systems.

  • Lead in information management to ensure complete and accurate project information is reported timely.

  • Support MEL Officer in planning for and executing MEL activities, including data collection methodology and tools development, data management, analysis and use, clear maintenance of means of verification and other documentation.

  • Conduct needs assessments, baseline and end-line surveys, and programme evaluations, particularly field data collection using digital data collection methods.

  • Support the area teams to improve the quality of monitoring, evaluation, and accurate reporting, including training on MEL tools, validating the quality of training and supervision of enumerators, data entry and analysis, and reporting.

  • Support the Project managers in planning and tracking Outcome Monitoring data collection, analysis, and reporting.

  • Contribute to a culture of high-quality project performance, evidence-based programming, and learning.

    Generic professional competencies :

  • Experience: A minimum of 3 years of experience in Monitoring, Evaluation, and Learning (MEL) roles, preferably within the humanitarian sector, is required.

  • Education: A bachelor’s degree in a relevant field such as Statistics, Information Systems Management, business administration, Social Sciences, Development Studies, or similar is required.

  • MEL Experience: Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programmes, using both quantitative and qualitative methods.
    Understanding of data and information needs for program management and decision-making.

  • Report Writing: strong report writing skills, presenting data clearly and concisely.

  • Training and Capacity Building: experience in training and building staff capacity in MEL technical and conceptual areas.

  • Project Management: experience in managing MEL activities for projects, including planning, implementing, and monitoring.

  • Data Analysis: Proficient in data analysis and visualization tools such as Tableau or Power BI, SPSS, STATA, Epi Info, or R.

    Context-related skills, knowledge, and experience

  • Context-knowledge: Knowledge of the context in Syria and NRC activities in the region, NGO operations and the dynamics of the humanitarian sector is a plus

  • Sector Knowledge: data protection principles, international standards, data tech and systems.

  • Cultural Sensitivity: Understanding the local culture and customs and working effectively in a diverse environment.

  • Advantage: Experience in GIS mapping is an advantage, and expertise within one of NRC’s core competencies is an asset.
