Position Description

TITLE: Monitoring, Evaluation, and Learning (MEL) Consultant

UNIT: Philippine Office

REPORTS TO: **

Program Leader, Civil Maritime Security Program

SUMMARY OF JOB RESPONSIBILITIES

MEL Consultant will support the Waypoints Program efforts to strengthen its Monitoring, Evaluation, and Learning component, improve the program’s ability to assess the impact of work, and skillfully use these insights to inform and shape reform work and other components of the program.

REQUIREMENTS

Experience: At least seven years of relevant experience designing, managing, and implementing activities on Monitoring, Evaluation, and Learning.

• Education: Master’s degree or higher in the relevant subject area(s), preferably in social work, political science, international development, or community development required. Bachelor’s degree is sufficient if supported by extensive work experience.

Skills/Competencies:

• Strong understanding of Monitoring, Evaluation, and Learning issues particularly in the civil maritime security sector or in the broader security sector.
• Ability to navigate politically sensitive subjects and maintain constructive relationships with a diverse group of stakeholders, particularly in the context of MEL.
• Demonstrated ability to think strategically and transmit their vision to partners and colleagues.
• Ability to influence, motivate, and collaborate with others.
• Ability to work under pressure and against deadlines.**
• Develop MEL Plan and provides inputs to progress and annual reports**
• Provide additional technical assistance as needed.**
