Monitoring, Evaluation and Learning (MEL) Advisor

Project HOPE seeks a Monitoring, Evaluation and Learning (MEL) Advisor to provide technical leadership and oversight for an upcoming USAID Global Accelerator to End Tuberculosis project in Uzbekistan. The Activity aims to improve long-term detection, treatment, and prevention of TB, especially drug resistant tuberculosis (DR-TB) in Uzbekistan. This new activity will implement locally generated solutions to improve TB diagnosis, treatment, and prevention services with a focus on prison populations. The purpose of the Activity is to reduce the burden of TB in Uzbekistan, prioritizing leadership development, management, financing, and technical capacities of health institutions, communities, and civil society to reach high-risk groups to prevent, detect, and successfully treat all forms of TB. The new bilateral Activity will partner with the public organization in Uzbekistan to implement locally generated solutions to improve TB diagnosis, treatment, and prevention services with a focus on prison populations. Partnering directly with local institutions and organizations will maximize the potential impact of USAID resources to make sustainable improvements in TB services by accelerating the transition to local accountability and ownership.

The MEL Advisor serves as technical advisor who will be responsible for providing leadership and technical guidance to the program team on all monitoring, evaluation and learning -related issues. Under the direction of the Chief of Party and in close collaboration with the technical leads, the MEL Advisor will lead development, implementation, refinement, and harmonization of the MEL system, ensuring appropriate tracking, assessment, and reporting on all activities, outputs, and outcomes. The MEL Advisor will lead design and execution of a learning agenda across all technical components, including the DHIS-2 and eTB management system. The MEL Advisor will lead rigorous monitoring, accurate and timely reporting, quality assurance and rapid course-correction across innovative approaches, activities, and tools client-centered and efficacious TB systems and services and for capacity building. This includes leading and supervising the activity learning agenda, data management systems, data quality, data dissemination and use as well as any technical assistance and capacity development.

Responsibilities

• Lead the design and implementation of the project’s monitoring and reporting activities, including: development of the project’s results framework and Performance Monitoring Plan; development and monitoring of project indicators; oversight of routine data collection and data management; data quality assessments (DQA); synthesis and analyses of data and presentation of project lessons and results; and reporting, both internally and externally as required/needed.
• Lead the design and implementation of the project’s evaluation activities (as applicable), including periodic reviews, performance evaluations (baseline, midline, endline), outcome and impact evaluations.
• Guide and maintain relevant protocols, SOPs, instruments, data sets, manuals, training materials and reports pertaining to monitoring, evaluation and learning; ensure that these all adhere to Project HOPE and international policies and standards; and ensure that they remain technically and ethically sound.
• Work with M&E staff to design, implement a plan to track data/results related to the project to inform adjustments in project implementation.
• Develop and oversee implementation of strategies for capacity strengthening (as needed) of staff, implementing partners, government counterparts, and other stakeholders in M&E systems/tools, data management, health informatics, data analysis and use for program planning and improvements, and other priority areas/skills.
• Ensure the quality and timely preparation and submission of workplans, data sets, progress reports, and papers summarizing project results and evidence, and other deliverables, as required. This includes ensuring effective data analysis/interpretation and data use to inform management decision-making and to support quality improvement efforts.
• Ensure the quality of data collected to measure project performance and results, through proper ongoing data management, SOPs for data flow and Quality Assurance, periodic Data Quality Audits (DQAs), and adequate orientation/training of staff, partners and beneficiaries at all levels of the project.

Required Qualifications

• A Host Country National with a graduate degree in a related field of study such as Public Health, Social Sciences or Statistics or local equivalent.
• Extensive professional experience in the monitoring, evaluation and analysis of health development projects.
• Experience in designing surveys and development assistance program monitoring systems is required.
• Proven skills and experience to develop methodological tools and instruments for monitoring and evaluation such as data processing sheets, questionnaires and interview protocols, etc.
• Excellent coaching and presentation skills.
• Good knowledge of English and Excellent Uzbek or/and Russian is required.
• Experience using quantitative and qualitative data analysis methods, mixed methods, and M&E practices to answer program leaning and evaluation questions and to inform adaptive management.
• Demonstrated experience working in complex international development programs, including experience on TB projects in a context similar to Uzbekistan.
• Advanced background and knowledge relevant for similar projects in developing countries.
• Strong leadership, administrative, management, presentation, reporting, and communication skills and the ability to implement projects with diverse subject matter.
• Demonstrated experience in private sector engagement.
• Demonstrated experience in monitoring and evaluation.
• Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (i.e., USG embassy personnel, host-country Ministry officials, private sector, business partners, NGOs, donors, beneficiaries, and others).
• Demonstrated ability to work in an ambiguous and rapidly evolving environment, must be comfortable with constant change of local leadership / partners, and multiple, competing priorities.
• Demonstrated ability to steer the program forward while being flexible enough to respond to emerging opportunities and overcome barriers.
• Proficiency in implementing quality improvement activities at facility and community levels.
• In-depth understanding of Uzbekistan healthcare system, particularly the public health system.
• Familiarity with USAID’s administrative, management and reporting procedures and systems.
• Proficiency in Microsoft Office applications, including TEAMS and qualitative and quantitative software for data analysis.
• Ability to travel nationally.​

Work environment:

• Typical office environment with exposure to a minimal noise level.
• Emergency deployments may be in resource-deprived environments with austere living conditions
• Travel for extended periods may be by air and/or other modes of transportation
• While international travel is not a regular part of every job, programmatic needs may require it intermittently
• Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship”
