The Program

BEQUAL supports education priorities of the Government of Laos (GoL) described in the Ministry of Education and Support (MoES) Education Sector Development Plan and is aligned with the strategic directions set out in Australia’s Education Delivery Strategy. BEQUAL supports MoES with the primary curriculum reform, with a particular focus on primary curriculum development, teacher professional development and integration of inclusive education principles. BEQUAL phase 2 will continue the substantial progress and build on the achievements of the first phase, building on seven years of investment.

The Position

The MEL Manager is a member of the BEQUAL Senior Management team. They will have overall responsibility for the design, development, implementation and quality assurance of an effective monitoring, evaluation, and learning (MEL) system, which delineates distinct yet complimentary monitoring, evaluation and learning functions, and ensures performance information feeds into strategic and operational program decisions. Specifically, they will ensure full compliance with DFAT MEL standards and provide up to date reports that present a coherent narrative on program performance to satisfy DFAT quality reporting requirements, including the integration of Gender Equality, Disability and Social Inclusion (GEDSI) performance information. Reporting will demonstrate how lessons learned are fed back into program implementation. They will also ensure the BEQUAL MEL system is as aligned as possible with MoES ESSDP 9 MEL frameworks, including integration with the Laos Education and Sports Management Information System (LESMIS).

The Person

The ideal candidate is an engaged collaborator, with an ability to listen actively, be curious and communicate effectively with a diverse range of people and cultures. They will be able to effectively self-manage the allocation of priorities and deadlines with minimal supervision and deliver results on time.

The successful candidate will be able to demonstrate the following skills and experience:

· Tertiary qualifications in a relevant discipline;

· A minimum of eight years MEL facilitation and management experience on a social development program in a data-poor context;

· Experience in Greater Mekong and South East Asia highly desirable;

· Experience using quantitative and qualitative evaluation and research methodologies.

· Understanding of DFAT MEL standards and strong capability to produce coherent and useful reports to meet DFAT quality reporting requirements; and

· Demonstrated ability to manage complex datasets and apply sophisticated analyses across intersecting databases.
