Tetra Tech International Development Services (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Manager of Monitoring, Evaluation, and Learning position on an anticipated U.S. Agency for International Development (USAID)-funded activity in El Salvador.

Position Description:
The goal of this activity is to support targeted Salvadoran municipalities to improve service delivery and achieve financial sustainability. El Salvador’s ongoing consolidation of municipalities will present opportunities to strengthen effectiveness, accountability, and citizen-responsiveness, including in the areas of climate change, planning for equitable growth, private sector engagement, public participation and social inclusion.

Working under the direction of the Chief of Party (COP) and/or the Deputy Chief of Party (DCOP), the Manager of Monitoring, Evaluation, and Learning will provide strategic guidance, vision, and management for the successful monitoring and evaluation of the activity and will promote evidence-driven decision making based on Collaboration, Learning and Adaptation (CLA). This is anticipated to be a full-time position based in San Salvador for the life of the activity (anticipated five years).

Responsibilities:

* Work closely with activity leadership and ensure the strategic and functional integration of all MEL/CLA activities;

* Actively collaborate with donors, other implementers, and local counterparts;

* Provide technical direction and support for data collection and analysis;

* Ensure capture of learning and results throughout contract implementation;

*As required, participate in client-directed data quality assessments (DQA) and preparation of reports;

* Verify program results with supporting documentation, photographs, and success stories;

* Assist in providing concise, summarized reporting against indicators for quarterly and annual progress reports.

Qualifications:
* Bachelor’s degree or higher in business administration, economics, evaluation research, international development, public policy, statistics, or another relevant field; advanced degree preferred;
* Minimum of ten (10) years of demonstrated experience providing technical expertise in MEL activities, preferably for complex USAID or other donor-funded projects of similar size;
* Minimum of five (5) years of progressively responsible experience in a supervisory role related to designing, managing, and implementing results-based MEL activities;
* Demonstrated technical skills in analyzing quantitative and qualitative data, as well as experience in designing tools and strategies for data collection, analysis, and reporting;
* Extensive knowledge of reporting procedures, best practices, guidelines, and tools for MEL including impact evaluation;
* Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;
* Professional proficiency in English and Spanish is required;
* El Salvador nationals are strongly encouraged to apply.
