Job Summary:

The Monitoring, Evaluation and Learning Lead provides guidance and strategic direction in monitoring, evaluation, research, and learning (MEL), and contributes to achieving the overall objectives of the upcoming GHRC project. In day-to-day work, the MEL Lead works collaboratively with other members of the project team to support the development and implementation of a comprehensive set of activities to ensure effective monitoring and evaluation of GHRC; support capacity development in M&E for missions, host country governments, and local implementing partners; support quality assurance for health programs; oversee knowledge management and learning as well as effective data use for performance improvement and for managing the program.

The MEL Lead will be a member of the project leadership team and participate actively in the development and implementation of project-wide strategies in fulfillment of the project’s mandates. The MEL Lead will also participate in project management and performance improvement by providing timely monitoring and evaluation data, tailored reports, and strategic inputs for the management of the program. The MEL Lead will oversee the work of any staff, contractors, and other organizations delivering MEL support or services under the GHRC program.

Accountabilities:

  • Provide technical leadership and assistance across GHRC, including supervision of the MEL team, to promote the quality of monitoring, evaluation, learning, and performance improvement.
  • Lead the development and execution of GHRC comprehensive Monitoring, Evaluation and Learning Plan in collaboration with other members of the project team.
  • Strengthen of M&E systems at local organizations to facilitate the generation and use of high-quality data
  • Lead the development and deployment of project management database to ensure timely, transparent, and accurate capture, analysis, presentation and dissemination of project implementation data.
  • Liaise with client and stakeholders to promote knowledge of M&E methodologies including appropriate, output, outcome and impact indicators.
  • Promote linkages to support sharing across implementing partners and staff to learn from one another, discuss common M&E challenges, seek/offer assistance, and share best practices.
  • Coordinate the knowledge management and learning activities to support effective and compliant reporting of results and lessons learned and dissemination of programmatic impacts and knowledge products.
  • Meet and communicate regularly with the project staff to discuss the status of ongoing MEL work and provide briefings on new developments, coaching and technical support.
  • Provide direct technical assistance in MEL to missions, host countries and implementing partners as required, including for the design and implementation of assessments and evaluations.
  • Contribute to the preparation of technical reports and communications products to reflect monitoring and evaluation results.
  • Contribute to the development of strategies and multi-year and annual project work plans to identify and meet the technical needs of GHRC in M&E and knowledge management.
  • Updates and manages resources for the GHRC M&E system.
  • Supervise and oversee MEL support to missions, host countries, and implementing partners to understand and design systems to meet USAID’s Global Health (GH) reporting requirements.
  • Provide quality assurance to all other MEL activities delivered by other contractors and organizations
  • Advise M&E network and regional M&E advisors on all aspects related to contract and project performance management and M&E systems implementation.

Applied Knowledge & Skills:

  • Sound expertise in M&E, especially for large scale projects in multiple countries with a health system strengthening component. Demonstrated experience in PEPFAR and other global health program
  • Demonstrated experience building MEL capacity of local organizations
  • Experience with, and thorough understanding of USAID’s GH program and M&E requirements
  • Demonstrated ability to work with diverse teams in developing country locations and to produce results within specific timeframes while meeting deadlines. Strong interpersonal and teamwork skills. Proven successful experience working in a headquarter environment.
  • Extensive experience in the use of mixed measurement methods required for monitoring and evaluation of public health programs with a health system strengthening component.
  • Proven track record of successful working relationships with USAID.
  • Experience using statistical software packages such as EpiInfo, SAS, SPSS, or Stata for data analysis and modeling.
  • Strong scientific and technical writing skills.
  • Excellent oral and written communication skills.
  • Must be able to read, write and speak fluent English.

  • Decisions made will generally have major implications on the management and operations of a project.

Supervision Given/Received:

  • Manages a team to meet GHRC goals.
  • Manages the budgets, methods, and strategies of the MEL Team.
  • Reports to Project Director.

Education:

  • Master’s Degree or its International Equivalent in Public Health, Statistics, Epidemiology, Social Sciences, International Development, Human Development or Related Field. Doctoral degree preferred.
  • Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
  • Project Management (PM) Certification preferred.

Experience:

  • 10+ years leading or working in M&E or surveillance or research
  • Including 3+ years of leadership and line management skills
  • Experience working in a non-governmental organization (NGO).

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Greater than 25% international travel

Pay Equity and Benefits:

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

Hiring Salary Range: $60,000 – $163,000
