Job Summary

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will provide strong coordination of the CARE Libya MEAL system, including support a BMZ-funded project that aims to improve the health outcomes and resilience of vulnerable communities in rural areas of Tripoli and Sabha in Libya through strengthened primary and specialist Sexual, Reproductive, Maternal, Newborn and Chid health (SRMNCAH) services, community-based social accountability.

The MEAL officer will be responsible for ensuring the Country Office oversee the project MEAL, data collection, analysis and use, monitor the project’s activities and assessments,

  • Builds an evidence base from reports, assessments, and analysis to inform management decision-making.
  • Receives regular, timely and context-specific, meaningful feedback from beneficiaries and partners and that feedback effectively informs and signals areas where attention is required.

This role will work to continuously create and improve the MEAL system in general based on the general experience of CARE in MEAL with specific focus on the following areas; qualitative and quantitative data collection, assessment scheduling and coordination, data analysis and use, and quality monitoring. The MEAL officer will ensure that all Partner projects are continually monitored for their effectiveness and appropriateness and that lesson are documented and communicated to inform on-going implementation and future programming. They will guide Partner teams in achieving outcome/impact focused projects and accountability to beneficiaries in line with international standards.

Main Responsibilities and Duties

Job Responsibility # 1

Data system coordination and data management

  • MEAL system coordination and improvement
  • Ensure effective scheduling of programme assessments as well as the analysis and dissemination of findings.
  • Strengthen data analysis and use across the programme through key MEAL led reports making key information accessible to stakeholders for programme review and design.
  • Ensure that project monitoring includes strong and comparable quality and accountability elements and that data collection and entry methodologies used at field level are standardized and subject to regular review.
  • Ensure that staff and partners fully understand the function of MEAL in quality assurance and strengthen a culture of open reflection and improvement.
  • Ensure project indicator data is stored and tracked including review and feedback of monthly reporting.
  • Work to improve the current data management system by revision of double counting adjustment, revision of database, review of modality of reporting, review of IT solution etc.
  • Use monthly data to produce information on KPIs at CO level in accessible formats for different strata of staff.
  • Encourage a culture of data use and evidence-based decision making by using and displaying updated data in the office to demonstrate progress and areas of concern.
  • Develop and roll out quality checklists per sector
  • Standardize all project forms and tools per sector, including development of sector logframes (as menu of standard sector specific indicators)

Job Responsibility #2

  • Project-related M&E and verification
  • In collaboration with Partners and programme managers, develop all required MEAL tools per grant, including but not limited to baseline surveys, M&E frameworks, assessment tools, data collection tools etc.).
  • Work closely with monitoring officers to ensure quality data, analysis and reporting.
  • Develop and provide MEAL related trainings for partners and CARE staff.
  • Develop and roll our verification standard operating procedures to ensure appropriate verification of distribution projects.
  • Develop and train staff on assessment tools and coordinate assessments (where necessary)
  • Review partner post distribution monitoring reports, providing feedback and refining partner training as needed.
  • Manage contracts and relationships with consultants to conduct independent monitoring or verification of CARE programs.
  • Experience in the digital data collection tools and the use of software for processing data and visualizing results (e.g. KoboToolbox, PowerBi)
  • Develop functional feedback and accountability mechanisms that are accessible to various population groups.
  • Lead the regular project reviews including partnership performance assessment

Job Responsibility #3

Accountability to affected populations

  • Produce monthly accountability reports on selected KPIs
  • Support programming and field staff to ensure that projects are carried out with participation from all affected communities (including children) and that information is shared with affected communities.
  • Ensure that staff at all levels, including senior managers and directors, fully understand and promote accountability to beneficiaries through training and coaching.
  • With TA support, develop and report against accountability, protection and participation-related indicators and issues, and produce an annual report on the accountability and participation work.
  • By facilitating information sharing with key stakeholders, including beneficiaries, ensure that CARE promotes transparency throughout all stages of implementation.

Job Responsibility #4

Evaluation & Learning:

  • Ensure that all assessment/evaluation reports meet CARE quality criteria and promote the integration of recommendations and lessons learnt in project planning and future programming.
  • Ensure learning reviews are conducted for all projects, appropriate to length, scale and complexity.
  • Produce learning review reports and actions per project.
  • Compile synthesis of learning across projects and sectors.

Other:

  • Represent CARE in external coordination meetings when requested.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Support the SRH Advisor with quarterly and annual reports
  • Any other task as required by line manager.

QUALIFICATIONS

  • 2-5 years of relevant professional experience in a similar setting.
  • Education to BSc/BA/BEng level in Social Sciences, Information Management, Statistics or related field.
  • Previous experience on training and capacity building.
  • Previous relevant experience in quantitative and qualitative data collection and analysis, , and research.
  • Familiarity with project frameworks [design/implementation/M&E] cycle
  • Strong skills in excel and other data management software.
  • Excellent communication and influencing skills.
  • Culturally sensitive with qualities of local communities.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of CARE International.

Desirable

  • Previous experience working in humanitarian programmes
  • Demonstrated ability in community mobilization and community-level dialogue.

LANGUAGE SKILLS

Fluency in written and oral Arabic.

English language is highly desired
