Monitoring, Evaluation, Accountability, Learning/Knowledge Management Specialist – Haiti

CARE seeks a Monitoring, Evaluation, Accountability and Learning (MEAL) and Knowledge Management (KM) Specialist for the anticipated USAID-funded Financing Climate Resilient Sanitation Systems and Services (SANIFIN) project in Haiti. This is expected to be a five-year cooperative agreement, covering multiple communes of the southern region of Haiti. Project goals include increasing earned revenue and profitability of sanitation services; increasing household and service provider access to financing for sanitation services; improved quality, equity, and resilience of sanitation products and services; and increased availability and sustainable management of safe sanitation for underserved households. In line with USAID New Partnership Initiative (NPI) objectives, the project will work to increase localization, achieve sustainable and resilient results, and catalyze more effective partnering for impact. This position is subject to project award and funding. Haitian nationals and diaspora candidates will be prioritized. This position is anticipated to be based in Jeremie, Les Cayes, Port-au-Prince, or Cap-Haitien, depending on final award, with a minimum of 30% travel across the project geography.

CARE seeks applicants for one MEAL Lead to support the SANIFIN project. Under the guidance of the Chief of Party, the MEAL Lead will be responsible for strategic vision, leadership, and oversight of the project monitoring, evaluation, learning, and adaptation activities throughout the project lifespan. The post holder will provide technical and supervisory leadership on the design of MEAL systems, approaches, and strategies to monitor and ensure project outcomes and impact and participant satisfaction (e.g. for data collection, analysis, visualization, and sense-making; for any needed database or data systems development; for data quality assurance (DQA) processes; for learning processes and uptake; for participant and stakeholder feedback loops) . They will provide inputs and analysis to project technical leads and partners to meet objectives and quality standards, and they will lead design, implementation, and monitoring of all MEAL components.

Primary Responsibilities:

  • Develop project MEAL framework, detailing roles/responsibilities, deadlines, and budgets for each activity to achieve the intended objectives and meet project targets.
  • Design MEAL systems in collaboration with USAID and senior project staff, including reporting requirements and all required surveys.
  • Develop and monitor the Performance Management Plan (PMP) to systematically document project performance for technical leads and leadership team.
  • Lead development of research tools and data analysis processes.
  • Provide technical leadership and support to project and partner staff in planning and implementing MEAL systems and activities, data-based program decision-making, and results reporting. Supervise, mentor, and build capacity of project MEAL staff.
  • Conduct field visits for data validation and to monitor data quality.
  • Coordinate data collection at project sites to monitor program development and ensure timely data compilation and reporting. Capture and document lessons learned, champion scale-up of best practices.
  • Lead project KM; facilitate communities of practice and networking among and between all stakeholders.
  • Develop and implement KM strategy to ensure effective collection, storage, analysis and sharing of information and exchange of experiences, including management of web-based communication.
  • Document and share learning – ensure requirements, lessons learned, and best practices for products, events, and other KM activities are clear and documented.
  • Support the Chief of Party in coordinating mid-term and final project evaluations.

Required Qualifications:

  • Master’s Degree or bachelor’s degree with extensive M&E field experience with a focus on humanitarian and development sectors.
  • Minimum of seven years’ experience and demonstrated track record in in MEAL for institutional and or private funded humanitarian and or development programs, preferably in Haiti.
  • At least 5 years of progressive senior management experience, including staff management.
  • Strong knowledge and experience working with a wide range of MEAL methodologies and tools, data analytics and visualization tools, and performance management frameworks and modeling software.
  • Demonstrated capacity to use and translate MEAL data into actionable recommendations to advance the strategic objectives of a humanitarian and or development programming – supporting project strategy decision-making.
  • In-depth understanding of gender and social inclusion norms and how to measure them into a humanitarian and or development programming.
  • Knowledge of statistical and or data analysis software (such as SPSS, STATA, SAS, Power Bi, Python, etc.). Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) strongly preferred.
  • Knowledge of USAID data collection and reporting requirements as well as USAID Collaborating, Learning and Adapting (CLA) guidelines.
  • French proficiency (written and spoken) is required. Professional proficiency in English (written and spoken) is also required. Knowledge of Haitian Creole is preferred or with willingness to learn Haitian Creole.
  • Ability and willingness to travel regularly and routinely within Haiti, as security conditions allow.

Additional, Preferred Qualifications:

  • Experience in both development and emergency/humanitarian programming, ideally in conflict and climate prone contexts.
  • Familiarity and experience on engaging and working with local communities, private sector, national and local government on issues related to sanitation services.
  • Familiarity or experience with MEAL for service delivery systems strengthening interventions, including water and sanitation value chain development and strengthening.
