Monitoring, Evaluation, Accountability and Learning (MEAL) Consultant for the NEXUS “Promoting Career Guidance & Social Cohesion through Sport” Intervention

BACKGROUND AND GENERAL MANDATE

streetfootballworld collaborates with Gesellschaft für Internationale Zusammenarbeit (GIZ) in Turkey, the Turkish Ministry of Youth and Sports (MOYS) and Ministry of Education (MONE) while partnering with Bonyan Organization to deliver the “Promoting Career Guidance and Social Inclusion Through Sport” intervention. The intervention uses football as an entry point and binding force for lasting participation, play-based learning and personal development; as well as an impetus for further engagement in vocational and technical training programmes or services, as part of the NEXUS intervention. The intervention takes place in selected pilot Technical and Vocational Education Schools (TVET), Youth Centers, and Basic Education Schools (BES) in Ankara, Bursa, Gaziantep and Kahramanmaraş.

Despite the high number of young Syrian refugees residing in Turkey, there remains a lack of 1) opportunity for them to interact and build social ties with members of host communities, which can contribute to segregation, exclusion, and mental and physical health problems; and 2) access to quality education, training and the opportunity to develop skills and competencies to prepare them for the future labour market. Accordingly, there is a need to cultivate social capital between members of host and Syrian-refugee communities, and for youth from both communities to develop soft, vocational, and technical skills, to stand them in positions where they may take deliberate choices relating to livelihood in general, and, further training, education and employment opportunities.

To achieve this, streetfootballworld, in partnership with GIZ, MOYS, MONE and Bonyan, agreed to train sports coaches and TVET schools’ teachers in Gaziantep, Ankara, Kahramanmaraş and Bursa to implement football for career guidance and social cohesion programming to host and Syrian-refugee participants; where consequently, the participants develop life skills that better enable them to make use of wider career guidance and employability activities managed by MOYS-operated Sport Centres. As such, the intervention equips Sport Centres and TVET schools with established and innovative methodologies that ultimately contribute to local participants’ ability to make deliberate decisions on vocational education and entry into the labour market, as well as fostering social cohesion by engaging both host and Syrian-refugee community members.

The main activities that took place since the start of the intervention (summer 2021) were:

• The development of the “NEXUS Sport for life skills” curriculum: a fun and interactive two-part life skills curriculum that uses the power of football and sport to support participants in developing key life skills. With a focus on social inclusion, work readiness and career guidance, the life skills covered by this course are relevant to many areas of life, with the aim of helping players to pursue healthy and successful lives. The sessions are designed to be delivered by trained life-skills coaches with minimal equipment and resources needed, so that they can be implemented easily in different environments, and made as inclusive as possible. The curriculum has two modules: (i) Social Inclusion and (ii) Work Readiness and Career Guidance, with each module focusing on six life skills topics. The Social Inclusion module teaches young people six key life skills that promote social inclusion and cultural understanding. The Work Readiness and Career Guidance module teaches young people six key employability skills that will better prepare them to access training and employment opportunities.

• Follow-up meetings for trained teachers and coaches We are hiring an external consultant on monitoring, evaluation, accountability and learning of the intervention activities.

TASKS

Within the context of the NEXUS “Promoting Career Guidance & Social Cohesion through Sport” Intervention, the external consultant is responsible for:

Tasks and Dates

  • Data collection, analysis, transcript (See sub-sections below) – By 25 Sept
    • Transcription of 15 interviews (each 30 minutes long)
    • Qualitative analysis of collected data (existing data: calls, meetings and 15 interviews)
    • Preparing and conducting 3 in-depth interviews in Turkish
    • Preparing and conducting 2 in-depth interviews in English
    • Qualitative analysis of 5 in-depth interviews
    • Quantitative analysis of survey results (ca. 50 respondents)
    • Quantitative analysis of training feedbacks (existing data: 110 respondents)
    • Qualitative analysis of existing data (existing data: 10 in-depth interviews, meetings and event forms)
    • Quantitative analysis of existing data (existing data: 10 event forms)
  • Impact report writing – By 3 Oct

PROFILE OF THE CANDIDATE

The expert is expected to:

  • Have proven experience in designing, implementing, and operating M&E systems from intervention initiation to close out
  • Have the knowledge and proven experience both theoretically and in practice in the matter of sport for development, social cohesion and employability
  • Have an understanding and knowledge about the Turkish educational context and the situation of Syrian children in Turkey
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Ability to synthesize complex information and communicate it effectively in an evaluation report
  • Be timely and dedicated to deliver within the provided time frame
  • Be open and flexible to constructive criticism when engaging in a collaborative work

TIME AND BUDGET

The external consultant will start working with the team from the 29th of August 2022 and is expected to deliver by mid-October 2022.

The external consultant will be compensated in exchange for the delivered services upon presentation of an invoice. The consultant is expected to dedicate 17 days of work.
